TEAM PURPOSE: - To ensure that people living in poverty in the Gaza Strip are able to exercise their rights to be healthy educated and secure with access to essential services.
- To act with partners and the community as a force for change in addressing humanitarian causes and alleviating their symptoms.
- To ensure that Oxfam systems and procedures are in place in accordance with local laws to provide the required support to the country programme.
JOB PURPOSE: To contribute to the delivery of the EFSVL program objectives particularly in the areas of food security & livelihoods. To support the EFSVL coordinator and to provide direct effective support to the local partner teams in Gaza to ensure effective design and implementation to meet the objectives of Oxfams Food Security and Livelihoods interventions. |

KEY RESPONSIBILITIES (Technical Leadership People and Resource management) Program Implementation and Compliance (55%) - Under the supervision of the EFSVL Coordinator support the implementation of Food Security and Livelihood (FSL) interventions including food assistance and livelihood projects. Day-to-day management of the project assigned and as requested.
- Contribute to needs assessments analysis and identification of programme objectives and activities ensuring their relevance to community priorities.
- Ensure all activities are implemented in a way that is sensitive to community needs and promotes the full and equal participation of women and marginalized groups.
- Support monitoring and evaluation of EFSVL interventions to maintain and improve quality integrate learning and ensure achievement of intended outcomes.
- Assisting in the development of EFSVL needs assessments to inform project design and strategy.
- Regularly consult with the EFSVL Coordinator and relevant staff to review progress address challenges and manage risks affecting programme delivery.
- Maintain accurate and timely data entry in Oxfams internal programme database (SAP) for FSL projects.
- Contribute to the preparation of timely and high-quality reports on EFSVL activities.
Partner Management & Capacity Building (15%) - Ensure FSL partners manage projects and grants in line with agreements and Oxfam procedures.
- Actively participate in grant opening and closing meetings with partners.
- Provide technical advice mentoring and capacity-building support to partner staff on EFSVL planning management and implementation.
- Coordinate with the Partnership Manager and EFSVL Coordinator to identify and address partner capacity gaps through training and coaching.
- Monitor partner progress against agreed milestones through regular planning meetings and work-plan reviews.
- Support partners in preparing and reviewing progress technical and financial reports.
External Coordination and fieldwork (30%) - Conduct regular field visits to project sites to monitor implementation engage with beneficiaries and ensure accountability and quality standards.
- Support the EFSVL Coordinator in preparing presentations and organizing external visits.
- Maintain a strong understanding of local development issues to inform programme design and represent the perspectives of vulnerable communities particularly women.
- Identify potential local partners and maintain strong relationships with existing partners.
- Contribute to thematic analysis research advocacy and communication initiatives related to Oxfams FSL work.
- Represent Oxfam in relevant coordination meetings as delegated.
- Perform other duties as assigned by the line manager.

EXPERIENCE KNOWLEDGE & COMPETENCIES |
ESSENTIAL - Relevant academic qualifications combined with substantial practical experience.
- Minimum of 5 years of progressive experience in implementing Food Security and Livelihood (FSL) programmes including experience with INGOs/NGOs.
- Proven experience in managing in-kind and market-based food assistance and working with Livelihood interventions.
- Strong background in field-based FSL work.
- Demonstrated ability to integrate gender considerations into program design and implementation.
- Experience in working with partners including capacity development and facilitating training in FSL.
- Excellent skills in managing people finances and assets within specific projects or thematic areas.
- Ability to anticipate challenges provide practical solutions and manage conflicting priorities effectively.
- Proven decision-making capability and accountability for delegated projects and processes.
