Are you a Delivery Manager who can lead change in improving services that support the economy and environment

The Data Division is a leader in open data with expertise informing policy data governance Earth Observation and service delivery. We are at an exciting stage on our journey to bring open data to decision makers across Scotland and beyond. We are moving forward with new component services that will provide open data discovery and management tools. We are also building powerful data discovery services that will enable all sectors and citizens to find trusted data to examine their challenges and make impactful changes based on validated evidence.

The role will build on the exciting discovery and alpha phases of the component architecture and realise our vision by firstly establishing the Beta project and lead the transition of a new service into production and setup the component operating model for ongoing service delivery. The component architecture will support diverse data sources and the role will support the divisions Earth Observation service needs and expand developments in the areas of Artificial Intelligence and Machine Learning. As Delivery Manager you will be required to lead on the implementation of this strategy and achieve this with engagements across development partners to create innovative customer focused solutions.

  • Provide delivery confidence and address blockers effectively.
  • Form and motivate teams to perform at their best.
  • Use data to inform planning and manage complex dependencies.
  • Address internal and external risks issues and dependencies proactively.
  • Act as a liaison with contracted suppliers and internal stakeholders.
  • Foster a culture of experimentation learning and resilience.
  • Interpret and balance the needs of technical and business stakeholders.
  • Adapt approaches based on context and evaluate outcomes objectively.

Success Profile

Success profiles are specific to each job and they include the mix of experience skills and behaviours candidates will be assessed on.

Experience:

  1. You have practitioner-level ability in Agile and Lean practices adeptly showing and comparing processes fostering experimentation resiliently adapting and reflecting employing a blended approach depending on the context measuring and evaluating outcomes and helping teams in managing and visualizing outcomes effectively.
  2. You have practitioner-level ability in communicating between technical and non-technical stakeholders adeptly interpreting their needs managing stakeholder expectations handling both active and reactive communication and supporting or hosting difficult discussions within the team or with diverse senior stakeholders.
  3. You have practitioner-level ability in keeping delivery momentum helping the teams delivery flow and actively addressing internal and external risks issues and dependencies even when ownership exists outside the team.
  4. You have expert-level ability in making processes work effectively finding and challenging increasingly complex or unnecessarily complicated organizational processes adding value and coaching the organization in inspecting and adapting processes as well as guiding teams through the implementation of new processes.
  5. You have practitioner-level ability in planning understanding the environment and prioritizing tasks using data managing dependencies supplying delivery confidence addressing blockers and ensuring ability planning for teams.

Experience is assessed at sift along with a more in-depth assessment at interview.

Interviews and DDaT Technical assessments are scheduled for w/c17th November or 24th November 2025 however these may be subject to change.

Working pattern

Our standard hours are 35 hours per week we offer flexible working including full-time part-time flexitime and compressed hours depending on the needs of the role.

From October 2025 the Scottish Government will require staff in hybrid-compatible roles to work in-person 40% of the time either in an office or other agreed work location.

DDaT Pay Supplement

This post is part of the Scottish Government Digital Data and Technology (DDAT) profession as a member of the profession you will join the professional development system. This post currently attracts a 5000.00 annual DDAT pay supplement applicable after a 3-month competency qualifying period. The payment will be backdated to your start date in the role. Pay supplements are reviewed regularly and there is one currently underway. Changes will be communicated when the review is concluded.
