Main Purpose of Job
Responsible for the administration of initial recurrent flight remedial ground training applicantevaluation emergency procedures pilot upgrades and Crew Resource Management (CRM)programs for Command Pilots and other personnel in the Flight Training Device (FTD). Fulfillsthe duties and responsibilities detailed in the Simulator Quality Management System manual andthe Code of Federal (CFR) regulations regarding Flight Simulation Training Devices (FSTD)Develops FTD Training curriculum study outlines and operating procedures to be employedduring simulation and flight training events. Conducts instructional sessions briefings follow-ups and proficiency checks on the FTD in accordance with Federal Aviation Administration(FAA) regulations and Maryland State Police Aviation Command (MSPAC) policies andprocedures. Supervises qualification and re-qualification of the FTD.
POSITION DUTIES
Responsible for the proper management of the FTD the Simulator QualityManagement System (SQMS) manual and the CFR regarding for the administration of initial recurrent flight remedialground training applicant evaluation emergency procedures and CRMprograms for Command Pilots and other personnel in the FTD. DevelopsFTD Training curriculum study outlines and operating procedures to beemployed during simulation and flight training events. Evaluates pilotperformances knowledge skill and ability to ensure they are adequate toperform the duties and responsibilities of an MSPAC pilot. Ensures pilotsare thoroughly knowledgeable of all applicable operational rules. Demandsskillful accomplishment of emergency procedures and CRM. Recommendsthe cessation qualification or additional training of pilots. Completesreports as detailed in the Training syllabus. Conducts specialized trainingwith the Department and allied agencies. Maintains training records inaccordance with FAA and MSPAC rules and regulations. MaintainsCertified Flight Instructor Certified Flight Instructor Instrument ratings andappropriate FAA Medical Certificate. Satisfactorily completes the initial andrecurrent training of the MSP Aviation Command Standards.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Completion of 2600 helicopter or fixed wing flight hours as a FAA licensed pilot.
Note:Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in NavalAviation Pilot classifications or Rotary Wing Aviator Pilot or Pilots/Naval Flight Officers specialty codes in the Piloting field of work on a year-for-year basis for the requiredexperience.
SELECTIVE QUALIFICATIONS
Must have 2600 helicopter flight hours (can not combine helicopter and fixed wing hours) as a FAAlicensed pilot.

LICENSES REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification must possess and maintain FAA Commercial Helicopter or FAA Commercial Airplane multi-engine certification.
2. Employees in this classification must possess and maintain FAA 2nd Class Physical certification.
3. Employees in this classification must possess and maintain an acceptable Instrument Helicopter or Instrument Airplane Rating as determined by FAA regulations and required by the MSP Aviation Command.
4. Employees in this classification must possess and maintain FAA Helicopter or Airplane Instructor Pilot certification.
5. Employees in this classification must possess and maintain FAA Helicopter or Airplane Instructor Pilot Instrument certification.
6. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
SPECIAL REQUIREMENTS
1. Candidates for positions in this classification will be subject to a complete criminal background investigation to include a polygraph examination by the Maryland State Police Department before permanent appointment can be made. A criminal conviction record may be grounds for rejection of the candidate.
2. Employees in this classification are subject to substance abuse testing in accordance with the Code of Maryland Regulations 06.01.09 Testing for Illegal Use of Drugs.
3. Employees in this classification are subject to call-in on a 24 hour basis and must provide the agency with a telephone number where they can be reached.

SELECTION PROCESS
The selection process for this recruitment will involve a review of each application. Applicants whomeet the minimum qualifications will be placed on an eligible list in the BEST BETTER or QUALIFIEDcategory. The list will be used by the hiring manager to select the individual to fill the vacancy. The listwill be valid for one year.
EXAMINATION PROCESS
The examination will consist of a rating of your education training and experience related to therequirements of the position. You may be required to complete a qualifications supplement or therating may be based on your application. Report all experience and education that is related to thisposition. Applicants may be given a physical examination and will be subject to an interviewbackground investigation polygraph examination and substance abuse testing.
