Job Summary

Primary Purpose:

Provides strategic leadership in designing implementing and managing career-focused educational pathways that align with community workforce needs. This role bridges adult education programs with postsecondary institutions employers and community organizations to ensure learners gain access to meaningful career opportunities.

Qualifications:

Education/Certification:

  • Bachelors degree from an accredited university

Special Knowledge/Skills:

  • Bilingual skills desired
  • Ability to communicate effectively (verbal and written)
  • General knowledge of computer systems and software applications
  • Knowledge of local area vocational and post-secondary programs desired
  • Ability to develop and maintain partnerships with employers for job placement and training
  • Ability to work Independently
  • Must have knowledge of Integrated Education and Training (IET) programs for adult education

Experience:

  • Minimum of 5 years of experience in adult education career and technical education (CTE) or workforce development

Major Responsibilities and Duties:

  1. Design and manage career pathway programs integrating adult basic education workforce training and postsecondary transitions.
  2. Build partnerships with employers workforce boards colleges and school districts to promote career pathways and employment outcomes.
  3. Use labor market data to align programs with high-demand careers.
  4. Ensure compliance with federal and state regulations including WIOA Title II and prepare a program for local state and federal monitoring.
  5. Seek and apply for grants and alternative funding to support career pathways.
  6. Oversee procurement and contracting of vendors for workforce training leading to certifications.
  7. Verify completion of contracted services before approving invoices.
  8. Hire qualified instructors for basic skills training following HCDE procedures.
  9. Develop strategic plans to recruit and screen eligible IET participants.
  10. Streamline registration systems to meet Texas Workforce Commission and local compliance standards.
  11. Review student records for eligibility attendance testing and payroll per division procedures.
  12. Support staff development and ensure compliance with professional development requirements.
  13. Create curriculum for workforce classes that integrates training preparation and basic skills.
  14. Collaborate with employers to assess training needs and create job opportunities for students including the
  15. Analyze student data to improve outcomes and meet TWC performance targets.
  16. Supervise Career Navigators for additional support services and job search.
  17. Coordinate with Workforce Solutions to connect students to job search and training resources.
  18. Maintain follow-up processes to track credential attainment of current and former students.
  19. Manage budget allocated to Career Pathways program.
  20. Evaluate Career Pathways performance to determine best practices and goal development.
  21. Represent the program at conferences stakeholder meetings and public events.
  22. Perform other duties as assigned.
