RUHS - Public Health California Childrens Services is seeking a dedicated and experienced Social Services Supervisor II to lead multidisciplinary teams supporting Enhanced Care Management (ECM) services. This role is responsible for supervising staffincluding Social Services Practitioners (SSPs) Public Health Nurses (PHNs) and Community Health Workers (CHWs)and ensuring high-quality care coordination for members enrolled in Medi-Cal managed care.

Key responsibilities include overseeing intake assessment and individualized care planning; facilitating case conferences with managed care plans and providers; auditing documentation for accuracy and compliance; and managing escalations and member grievances in real time. Additionally the supervisor will coach staff lead trainings support authorization and payment work queues and use data dashboards to monitor performance and prepare for audits.

On-site presence is required to support team coaching ensure quality oversight conduct confidential records reviews and make timely operational decisions with occasional field or partner meetings as needed.

The ideal candidate will hold an LCSW license (not required) have direct experience with CalAIM ECM and Medi-Cal managed care requirements and demonstrate strong skills in supervision performance management and process improvement.

Proficiency in Epic Microsoft 365 and managed care portals is essential. Candidates with a background in audit readiness data-driven management and leading multidisciplinary care teams will be most competitive.

Schedule:Monday through Friday 8:00 a.m. to 5:00 p.m.

EXAMPLES OF ESSENTIAL DUTIES

Plan assign and direct the work of a unit of professionally trained Social Services Practitioners performing difficult or complex casework in such areas as adoptive placements protective services and home studies.

Assist in the development of community resources for all programs; assist and participate in the development of in service training and staff development programs.

Direct the work of Social Services Practitioners performing the more routine assignments.

Make or review decisions on difficult casework matters involving the casework being performed under direct supervision.

Evaluate the effectiveness of policies and procedures.

Represent the Department at conferences and address concerns raised by groups relative to assigned areas of responsibility; may represent the Department on matters relating to the service aspects of programs.

Evaluate the performance of subordinates and take or recommend appropriate courses of action.

Direct and prepare research studies and reports.

Frequently conduct field visits attend meetings and trainings away from the home office. Depending on assignment may conduct visits to out-stationed staff at remote locations.

Utilize a centralized database to review work assign cases approve various case actionsetc.

Data entry of complex and lengthy narratives into a client complaint database.

Maintain quick response time to heavy email volume.

MINIMUM QUALIFICATIONS

OPTION I

Education: Graduation from an accredited college or university with a masters degree in social work psychology marriage and family therapy counseling or a closely related field to the assignment which included 300 hours of field placement experience.

Experience: Two years of performing duties equivalent to the Social Services Practitioner III one year of which must have been post-graduate experience; or two years as a Social Services Practitioner III and one year as a Program Specialist II - Childrens Social Services Social Services Supervisor I or Healthcare Social Services Supervisor with the County of Riverside.

OPTION II

Education: Graduation from an accredited college or university with a masters degree in social or behavioral sciences social welfare social/human services or a closely related field to the assignment.

Experience: Three years of performing duties equivalent to the Social Services Practitioner III two years of which must be post-graduate experience.

OPTION III

Education: Graduation from an accredited college or university with a bachelors degree in social welfare social or behavioral sciences social/human services counseling or a closely related field to the assignment.

Experience: Three years of performing duties equivalent to a Social Services Practitioner III in a Department of Public Social Services; or three years as a Social Services Practitioner III and one year as either a Program Specialist II - Childrens Social Services or Social Services Supervisor I with the County of Riverside.

OPTION IV

Education: Graduation from an accredited college or university with a bachelors degree in psychology sociology social welfare or a closely related field to the assignment.

Experience: Five years of performing duties as a social caseworker in a hospital or healthcare setting.

ALL OPTIONS

Knowledge of: The principles and techniques of social casework and the function of public social service agencies; individual and group behavior with emphasis on normal growth development and family relationships; social casework objectives principles and methods with special emphasis on physical or mental disability rehabilitation and economic dependency; facilities and resources in the fields of public health mental health education and correction and rehabilitation as they relate to public social services; the techniques used in providing casework consultation to staff members; provisions of the California Welfare and Institutions Code pertaining to public assistance; the principles of community organization; social service research methods; public and private health and social service programs; the principles and techniques of training personnel management and supervision.

Ability to: Plan organize and direct the work of subordinate staff; organize and interpret data pertinent to caseload management; classify case problems and evaluate the effectiveness of efforts in solving problems; interpret programs and effectively apply casework knowledges and skills; provide effective leadership in staff development; organize and maintain cooperative relationships with community groups and resource agencies; coordinate the efforts of a large staff; effectively train staff in casework methods and techniques; speak effectively and conduct conferences; analyze situations accurately and adopt an effective course of action; input and retrieve data from computerized system.

Other Requirements

License:Possession of a valid California Drivers License may be required.


Depending on area of assignment possession of a valid license to practice as a Clinical Social Worker issued by the California State Board of Behavioral Science Examiners may be required. (Individuals who have been declared eligible for licensing examination may be employed pending successful completion of such examination within one year of employment date.)


Incumbents may be required to participate in a mandatory on-call schedule.


Examination: All candidates will be required to pass a basic skills examination prior to being considered for any Social Services Supervisor II positions.
