ORGANIZATIONAL CONTEXT:

JOB PURPOSE:
As part of the OIGI Operations & Investigation Support team the positions main purpose is to conduct operational and strategic analysis working closely with the Investigations Officer (Analyst) and other subject-matter experts. The incumbent is expected to perform analysis apply relevant standards and guidance principles and collect preliminary data to identify links between and within cases and identify investigative avenues.
- Review and assess complaints and allegations (herein preliminary assessments) formulate investigation plansreview and analyse all information to determine its relevance and reliability (as required) prepare plan and conduct interviews of staff and other involved parties obtain and analyse potential documentary and electronic evidence conduct investigative research and determine the appropriate presentation of preliminary assessments /investigative results. - Carry out office and field based preliminary assessments and where necessary investigations into allegations of violations of policies procedures standards guidelines and applicable rules and regulation.
- Offer guidance and advice to WFP employees on matters pertaining to the investigation of wrongdoing and direct staff appointed by field offices to conduct investigations into allegations.
- Prepare plan and write reports and ad-hoc briefs pertaining to preliminary assessments and/or investigations.
- Prepare recommendations for corrective action and improved controls effectiveness or efficiency of WFP operations based on the findings of investigations (as required).
- Regularly appraise progress of preliminary assessments and / or investigations and assess probable impact of investigation outcome relative to strategies and advise colleagues.
- Coordinate with local officials governments and outside organizations and obtain internal support (transport interpreters etc.) to resolve problems and to facilitate work of the team.
- Analyse complex datasets using appropriate software and produce analytical outputs to support strategic decision making and/or investigative work; Perform other related duties as required.
Conduct analysis on different datasets using the appropriate tools and techniques and produce analytical outputs in agreed timelines.
Education:
An advanced university degree in criminology law or related relevant field. Training from a police academy law enforcement or similar government agency with experience in investigations can be considered in lieu of a university degree.
Experience:
More than or equal to three years of relevant experience in contributing and/or conducting investigations with a proven track record in conducting preliminary assessments data analysis and/or planning leading and executing investigations and with a focus on fraud and/or sexual harassment and abuse.
Previous experience in the conduct of investigations with a UN organization or international financing institution and working in developing countries is an asset.
Previous experience conducting analytical work in the context of investigations or crime related research is an asset.
Knowledge & Skills:
Languages:
Written and oral proficiency (native or fluent) in English and Spanish and/or French is essential for this position. Knowledge of another UN official language (Arabic Russian or Chinese) or Portuguese is an advantage.
