Niyam is seeking a motivated Program Manager to join our team. We offer competitive compensation and benefits. Position is hybrid and will require occasional travel for public meetings. This is in support of one of our federal clients.
Role and Responsibilities:
The Program Manager is responsible for onsite planning management and execution of all aspects of the contract including scheduling finance milestones deliverables and overall program management. This role requires a highly organized customer-focused and detail-oriented individual with strong managerial communication and problem-solving skills. The Program Manager ensures high-quality environmental program support oversees staff performance and maintains compliance.
- Provide comprehensive program management and oversight of administrative technical and management tasks associated with contract performance.
- Efficiently manage all aspects of performance including planning organizing coordinating tracking schedules and deliverables risk and resource management and subcontractor oversight (if applicable).
- Keep the Contracting Officers Representative (COR) informed of any potential issues and provide recommendations for solutions.
- Ensure timely and thorough completion of all assignments and maintain documentation of accomplishments.
- Supervise and monitor employee performance to ensure compliance with labor categories performance standards and reporting requirements.
- Develop and maintain a quality assurance plan to ensure services meet task order specifications.
- Support client in developing and implementing Environmental Program policies procedures and guidance.
- Provide support for the continued development implementation and monitoring of the TSA Environmental Management System (EMS).
- Conduct or oversee environmental compliance audits review environmental checklists and recommend updates to ensure compliance with requirements.
- Review and monitor state local and federal environmental regulations and laws; assess potential impacts to client operations and provide recommendations.
- Assist in developing technical regulatory reports summarizing changes recommendations or confirmations of compliance.
- Design and coordinate outreach materials (e.g. posters flyers cards) for client personnel and public use.
- Maintain close contact with Client HQ and field organizations to ensure customer satisfaction and proactive communication.
- Facilitate communication with customer representatives to identify and resolve issues and explore follow-on business opportunities.
- Schedule and conduct formal customer meetings and reviews.
- Ensure successful performance of all work identified in the Performance Work Statement (PWS).
- Perform full managerial duties including interviewing hiring onboarding training and performance management.
- Plan and manage cost schedule and performance objectives to meet program requirements.
- Monitor and report performance metrics identify problems and recommend corrective actions.
- Prepare monthly status reports summarizing completed activities challenges and upcoming plans.
- Present monthly program status overviews to R&K Leadership covering compliance execution and key performance indicators (KPIs).
- Coordinate with management subcontractors and technical teams to ensure alignment on milestones and deliverables.
- Develop and refine best practices and tools for project management and execution.
- Ensure compliance with R&Ks ISO 9001:2015 and CMMI Level 2 Services policies and processes.
- Develop and maintain Quality Safety Security and Training Programs as well as Standard Operating Procedures (SOPs).
- Identify and manage program risks and implement mitigation strategies.
- Review problem and resolution trends and introduce process improvements.
- Collaborate with the Proposal Manager and Business Development teams to identify and pursue new business opportunities.
- Establish and maintain a written Continuity of Operations (COOP) Plan for the contract.
- Perform other duties as assigned.
Other essential skills include creative problem-solving organizational skills financial project management skills including earn value management strong production management capabilities and a proven understanding of project management methodologies. The ideal candidate will have an aptitude for leadership a strong sense of ownership and natural communication skills.
Qualifications and Education Requirements
- US Citizenship and ability to obtain public trust
- Bachelors Degree in environmentally related field or business.
- At least 8 years of experience of Program Management and Supervisory experience.
- Local to Northern VA area.
- Expertise in managing mid to large programs in the defined sector (Homeland Security Federal Public Health and Federal Civilian).
- Team Leadership: Demonstrated ability in creating guiding and developing high-performance teams.
- Client Management: Robust skills in managing relationships with both direct federal customers and prime contract stakeholders.
- Strategic Thinking & Problem Solving: Ability to strategize and resolve complex problems with a focus on creating solutions.
- Communication Skills: Excellent communication capabilities both verbal and written. Ability to work as part of a team and develop effective communication strategies amongst the team and with the customer.
- Project Management: Strong project delivery skills to manage and implement complex projects for key clients. Develop targets maintain schedules and support budget management.
- Ability to learn new ideas and capabilities: Ability to rapidly assimilate new ideas and information through self-driven learning and research.
