Job Summary

Reports To: Executive Director of Human Resources

FLSA Status: Exempt

General Definition of Work

The Director of Employee Relations under limited supervision performs mid-level work with limited decision-making discretion managing employee relations issues and serving as a process expert on more complex employee matters. This position handles employee situations with a focus on conflict resolution and compliance in a fast-paced environment. Employee performs advanced work to carry out Board of Education policies and procedures under the direction of the Executive Director of Human Resources.

Place of Work

The normal place of work is on the premises used by Rock Hill Schools. Rock Hill Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

Essential Functions

  • Serve as the lead investigator and primary point of contact for employee misconduct including allegations of discrimination harassment retaliation workplace violence conflicts of interest and other violations of board policy or law including matters with potential legal or reputational impact.
  • Establish and oversee investigative protocols evidence collection standards and interview procedures that ensure impartiality due process and adherence to applicable labor laws and district policies.
  • Develop and maintain comprehensive investigative documentation case files and reports that are accurate legally defensible and prepared for potential litigation administrative hearings or external review.
  • Apply board policies including but not limited to complaints of discrimination harassment and retaliation arising under Title VII the ADA the ADEA the FMLA and other state and federal statutes
  • Collaborate with internal and external counsel as well as school and department leadership to manage investigations recommend outcomes and mitigate organizational risk; provide expert testimony or serve as a fact witness when required.
  • Provide guidance and training to leaders on disciplinary processes documentation investigations and professional conduct standards.
  • Conduct after-action reviews and trend analyses to identify systemic risks recurring concerns and policy recommendations or training needs
  • Develop and maintain standardized procedures and secure systems for investigations professional improvement and employee discipline ensuring confidentiality and consistency.
  • Review and audit pre-employment and onboarding practices for legal compliance (e.g. I-9 visa background checks).
  • Partner with Educator Effectiveness and Talent Development teams to align improvement efforts with leadership coaching and performance management systems.
  • Manage employment related claims arising out of investigations or complaints including EEOC charges etc.
  • Maintain accurate confidential and centralized records related to investigations personnel actions and improvement plans.
  • Create an inclusive environment through positive and professional communication and service.
  • Perform related duties as assigned.

  • Demonstrated ability to work effectively in a deadline-driven rapidly changing team environment

Education and Experience

  • Bachelors degree required; Masters degree in Human Resources School Administration professional HR Certification or related field preferred
  • Minimum of 5 years of experience in Human Resources employee relations or school/district leadership
  • Minimum of three (3) years experience employee relations or related area
  • Equivalent combination of education and experience

Special Requirements

  • Possess and maintain a valid drivers license or ability to provide own transportation
  • Must be available to travel to district sites and attend meetings as needed

Physical Requirements/Work Conditions

  • Work requires the occasional exertion of up to ten pounds of force
  • Work regularly requires exchange of accurate and detailed information through oral and written communication
  • Constantly operates a computer and other office business equipment
  • Ability to remain in stationary position for required meetings/work
  • Ability to move to other work locations
  • Visual acuity requires preparing and analyzing written or computer data determining the accuracy and thoroughness of work and observing general surroundings and activities
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications
  • Work requires preparing and analyzing written or computer data operating standard office equipment and the use of advanced technology
  • Work is generally in a moderately noisy location (e.g. business office light traffic)
  • Requires the ability to deal with people beyond giving and receiving instructions
  • Must be adaptable to performing under mild to high levels of stress
  • Ability to travel between work sites and attend external meetings

Pre-Onboarding and Employment Requirements
As a condition of employment and prior to onboarding the district will conduct a criminal history background check. The recommended candidate will be required to provide personal information necessary to complete the background check such as date of birth gender and race to remain in compliance with applicable laws and addition Tb test results will be part of the pre-employment process candidateswill be required to submit TB test results no older than one year.
