Under general direction supervise employees and manage maintenance operations related to the installation maintenance operation and upgrade of the Citys traffic signs and pavement markings and to perform related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Manages maintenance operations related to the installation maintenance operation and upgrade of the Citys traffic signs and pavement markings including the following:
Using general direction provided by the Transportation Operations Engineer generate precise electronic work orders directing the installation of new signs or pavement markings and the replacement of existing signs or pavement markings in accordance with city state and federal guidelines.
Assist the Transportation Operations Engineer in analyzing the condition and placement of traffic signs and pavement markings to establish and prioritize installation and/or modification due to projects or changing conditions maintenance and repair needs. Incorporate these prioritized needs into both shortrange and long-range work plans for the Sign Shop and for contractors working for the Sign Shop.
Address resident and employee concerns responding to complaints mediating discussions between the public staff and other City employees as necessary. Communicate appropriately and effectively with the public and with fellow employees and peers using e-mail telephone written correspondence and direct contact.
Assist Transportation staff in executing the annual street overlay project. Provide cost estimates per each identified location order & house materials and distribute to sub-contractors. Review all pavement markings to ensure installation per city and manufacturers standards. Perform final inspection and verify quantities.
Solicit bids and hire contractors to provide related services. Manage all signing or pavement marking contracted work to ensure installation per city and manufacturers standards.
Coordinate with county and state agencies and/or private entities to resolve multi-jurisdictional signing or striping issues. Manage the City of Boulder/Colorado Department of Transportation traffic control device maintenance contract.
Assist the Transportation Operations Engineer in the creation and implementation of city of Boulder specific traffic control device standards and operational practices. Ensure that these standards and practices are implemented when issuing work orders.
Assist the Transportation Operations Engineer in the development and review of plans and specifications for the installation and upgrade of traffic signs and markings as a result of capital projects large maintenance projects or planning and development review proposals.
Respond to all claims related to the installation and maintenance of traffic control devices. Work directly with the City Attorneys Office to determine financial impact and recover damages to traffic control devices.
Supervise and manage traffic signs and markings maintenance crews as described in the supervisory paragraph below. More specifically this includes the following:
Supervise the city of Boulders Sign Shop including one Traffic Signs & Markings Maintenance Lead Technician (lead worker) and up to three Traffic Signs & Markings Maintenance Person positions. Manage the day-to-day operations of these work crews including the planning prioritizing assigning and coordination of their work.
Responsible for the work product of the Sign Shop. Ensures that all signs and pavement markings are installed in a safe and appropriate manner to promote a safe and efficient transportation environment in the City of Boulder.
Monitor and evaluate employees performances providing ongoing and regular instruction and input as well as performing performance reviews with employees on a semi-annual basis.
Monitor employee work to pinpoint problems and to ensure safe and efficient work and a quality work product.
Facilitates good communication with employees. This includes giving information and getting feedback listening to and respecting input encouraging participation of employees in conversations and confronting and directly dealing with employees when issues arise.
Involve employees in decision-making processes by seeking employees ideas and input; encouraging employees to be productive and to produce high quality work; and recognizing and working with differences between employees and their work styles.
Ensure crewmembers are adequately trained in the required technical skills and proper equipment operation.
Responsible for administrative duties including the following:
Develop and manage operating budgets for work areas. Administer budgets to ensure effective and efficient expenditure of allocated funds. Project costs for materials and supplies and operations.
Assist in cost of services analyses and make resource decisions based on these analyses.
Provide input on equipment purchases and develop product specifications for bid purposes.
Function as part of the transportation operations management team. Provide leadership on work group administrative policy setting and decision-making.
Collect and review time sheets and distribution of time.
Order and purchase of all signing and pavement marking materials supplies and equipment; and manage inventory.
Performs related duties as required to meet the needs of the City.
Takes proper safety precautions anticipates unsafe circumstances and acts accordingly to prevent accidents. Responsible for the safety of self others materials and equipment. Uses all required safety equipment and follows all safety regulations policies and procedures. Reports all accidents and damage to City property.
Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

Proficiency in the use of a microcomputer and associated operational systems and applications software. Experience using Access Excel Arc-View CAD Word and digital imaging processing software.
Familiarity with GIS based asset management software. Traffic control device and work zone safety certifications including; (1) International Municipal Signal Association (IMSA) Level Two Signs and Markings Certification; and (2) American Traffic Safety Services Association (ATSSA) Traffic Control Technician Certification or ability to obtain within the probationary period of employment.
Valid Colorado drivers license and acceptable motor vehicle record.
Ability to communicate fluently in English and Spanish.
Bachelor of Science degree in Transportation Civil Electrical Engineering or Computer Science or related field.
Experience working with GIS based asset management software; preferably Beehive software.
Experience supervising a sign shop or signs/pavement markings installation crew.
REQUIRED EDUCATION AND EXPERIENCE
High school diploma or GED.
Minimum of five (5) years progressively responsible experience as a supervisor of public works related (public or private) project teams or work groups.
