JOB TITLE:
Investigations Consultant

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Consultant will report to the Director Office of Inspections and Investigations (OIGI) and/or his delegate as appointed by the Director of OIGI. The consultant will specifically deliver their work either individually or within a multidisciplinary team.
The ultimate goal and mission of the OIGI is to conduct independent investigations into allegations of misconduct involving WFP staff contractors and other applicable persons.

ACCOUNTABILITIES/RESPONSIBILITIES:
1. Review and assess complaints and allegations;
2. Carry out investigations into allegations of violations of applicable rules and regulations;
3. Conduct interviews and collect evidence;
4. Draft reports on the outcome of the investigation including recommendations for corrective action;
5. Review investigation reports for adequacy and sufficiency of the evidence;
6. Contribute to the development of OIGIs investigative internal framework;
7. Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:
Investigation Reports and other investigative products as per OIGI standard practice.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
A university degree in Investigations Law Audit Accounting or relevant discipline.
Training from a police academy or another law enforcement agency with extensive experience in investigations can be considered in lieu of a university degree.

Experience:
At least 5 years of progressively responsible postgraduate professional experience related to investigations intelligence gathering or other relevant experience.
Previous experience working with the United Nations system or other international organizations is desirable.

Knowledge & Skills:
Analytical Insight: Leveraging analytical tools and methodologies to uncover insights and support decision-making.
Resourcefulness initiative maturity and the ability to work independently.

Strategic Planning: Devising comprehensive plans for investigations aligning with organizational goals and legal requirements.
Communication and cultural sensitivity: Coordinating effectively with local officials governments and external organizations to obtain necessary support such as interpreters or information providers to facilitate investigative work.

Languages:
Written and oral proficiency in English is a must for this position.
Knowledge of another UN official language (French Arabic Spanish Russian or Chinese) or Portuguese is an advantage.
