Job Summary

Our client is a multinational NGO whose mission is to build stronger health systems through the design and implementation of data-driven solutions that respond to local needs and provide under-served communities with tools to lead healthier lives. They currently need suitable candidates for a month project as a Construction Consultant in Senegal.

The consultant will support the engagement of local vendors and facilitate the acquisition of construction permits. He will ensure competitive bidding by obtaining multiple quotes for each procurement activity manage key stakeholder relationships and oversee the timely collection of required documents for permit applications and approvals.

To perform this job successfully the consultant must be able to perform each essential duty satisfactorily. Other duties may be assigned:

  • Support the engagement of local vendors for the Bill of Quantities (BoQ) validation ensuring that all vendors meet the required specifications.
  • Facilitate vendor(s) engagement for the Environmental Impact Assessment (EIA) and safety instruction notice.
  • Ensure timely submission of all construction application documents meeting regulatory standards.
  • Liaise with Institut Pasteur de Dakar (IPD) management and the beneficiary to collect necessary documents for the construction permit application.
  • Coordinate with authorities to ensure accurate preparation and submission of permit application documents
  • Maintain strong relationships with stakeholders and manage their expectations throughout the project.
  • Manage stakeholder expectations and address concerns proactively to ensure smooth project progression.
  • Lobby for necessary approvals and ensure that reviews are completed within the agreed schedule.
  • Secure the construction permit within the defined timeline.
  • Ensure that responses to Requests for Quotations (RFQs) are submitted promptly.
  • Ensure all documents required for the construction permit are prepared and submitted on time.
  • Monitor the application process and provide regular updates to the relevant stakeholders.
  • Maintain a clear timeline for document submissions and approvals
  • Identify and address any delays or bottlenecks promptly to avoid project disruption.
The expected deliverable for the role are;
  • A checklist of all required documents for the construction permit application.

  • A finalized Bill of Quantities validated by the local expert and consented to by the beneficiary

  • Completed and submitted the Environmental Impact Assessment document.

  • Safety instruction notice prepared and submitted in compliance with local regulations.

  • Completed construction permit application with all supporting documents submitted to local authorities.

  • Weekly progress reports on the status of the document preparation and permit application process.

  • Final report outlining the tasks completed documents secured and the overall status of the application.
