Job Summary

Title: Construction Manager

Position Overview:

The Construction Manager will serve as a senior leader on the project management team for infrastructure and terminal development projects. Reporting to the Program Director or Senior Project Manager this senior-level position is responsible for overseeing the construction phase of complex projects ensuring safe timely and cost-effective execution that complies with project specifications schedules budgets and regulatory standards. The Construction Manager will play a pivotal role in directing on-site operations to deliver durable facilities while prioritizing safety quality and minimal disruption to operations in a high-stakes environment. This position requires hands-on leadership technical expertise and the ability to collaborate with authorities contractors subcontractors engineers and regulatory agencies. The role will be based at the project office with frequent site visits and on-site supervision of facilities.

Key Responsibilities:

  • Direct and supervise all on-site construction activities for projects including terminal expansions runway work and support infrastructure; ensure adherence to construction schedules quality standards and safety protocols to minimize impacts on flight operations and passenger flow.
  • Manage contractors and subcontractors reviewing work plans conducting site inspections and enforcing compliance with project drawings and specifications.
  • Oversee resource allocation including labor equipment and materials; track construction progress resolve field issues and implement corrective actions to maintain budget and timeline integrity.
  • Coordinate with design teams operations staff and stakeholders to facilitate seamless transitions from design to construction; handle RFIs (Requests for Information) change orders and submittals to address site conditions and operational needs.
  • Implement and monitor safety programs tailored to environments including OSHA compliance hazard mitigation for active terminals and coordination with TSA for security during construction; lead safety audits toolbox talks and incident investigations.
  • Conduct quality control inspections testing and commissioning of systems (e.g. HVAC and fire suppression); verify compliance with regulations building codes and environmental standards (e.g. noise and emissions controls).
  • Manage construction risks such as weather delays supply chain disruptions or regulatory inspections; develop contingency plans and report on earned value productivity and forecasting to support project leadership.
  • Promote sustainable construction practices in projects including waste reduction energy-efficient installations and LEED-aligned methods to enhance long-term resilience.
  • Mentor junior construction staff and superintendents fostering a culture of excellence diversity and continuous improvement in construction operations.
  • Prepare construction reports progress documentation and closeout packages; support punch list resolution and handover to maintenance teams.

Minimum Required Qualifications:

  • Education: Bachelors degree in Civil Engineering Construction Management Architecture or a related field from an accredited institution. Masters degree preferred.
  • Experience: Minimum of 7 years of progressive experience in heavy civil construction management with demonstrated expertise on public sector projects.
  • Experience with overseen construction processes.
  • Certifications/Licenses: Valid drivers license. Professional Engineer (PE) Certified Construction Manager (CCM) or equivalent certification preferred. OSHA 30-hour construction safety certification required.
  • Proficiency in construction management software (e.g. Procore Primavera Bluebeam) is required.

Skills and Abilities:

  • Strong technical knowledge of Public construction methods including specialized techniques for high-security and operational environments (e.g. phased construction to avoid closures).
  • Excellent leadership and interpersonal skills with the ability to motivate field teams and negotiate with contractors in a collaborative yet accountable manner.
  • Proficiency in construction management methodologies scheduling tools and cost control practices.
  • Analytical skills for on-site problem-solving risk mitigation and performance evaluation in regulatory-intensive settings.
  • Familiarity with sustainable construction principles and certifications (e.g. LEED for infrastructure green building standards).
  • Superior organizational skills and ability to manage dynamic construction sites in a fast-paced environment with a relentless focus on safety and operational continuity.

Other Requirements:

  • Valid drivers license.
  • Ability to work flexible hours including evenings/weekends and nights and travel as needed.
  • Must pass background check drug screening and comply with ethics policies.

Wage Requirement:

Starting Salary range for this job is $150000.00 - $190000.00. The starting salary will be commensurate with skill education experience and working environment
