SUMMARY:

The Blackburn Center is an innovative program that will offer integrated housing health care and employment services with the long term goal of eliminating homelessness. We seek to change how these services are delivered to all people especially vulnerable populations. This position will work as a member of a multi-disciplinary team at the Blackburn Center to deliver comprehensive person-centered integrated services to the Portland Eastside community.

The Blackburn Community Managers primary role is to ensure that the property and/or properties they manage meet all ownership goals and objectives to enforce Central City Concerns policies and procedures and to adhere to Fair Housing and Landlord Tenant Laws at all times. A Community Manager is responsible for supervision of community building staff and vendors to provide outstanding customer service to the residents maintain excellent curb appeal provide well-timed and proactive property maintenance safeguard the good financial health and stability of the property confirm timely compliance with all government and property program requirements and complete all required paperwork and reports on time.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Work as a member of the Blackburn Center multi-disciplinary team to deliver comprehensive client centered and trauma informed integrated services.
• Actively participate in the integration of services at the Blackburn Center and identify new opportunities to improve collaboration between and within service and care teams while carefully following information-sharing guidelines.
• Proactively identify opportunities for improvement within Blackburn Center workflows and logistics. Participate in review of Blackburn Key Performance Indicators; review and contribute to continuous improvement opportunities and plans.
• Build understanding of and appreciation for diversity among Blackburn Center clients and support their connection to culturally responsive and culturally specific services as requested.
• Act as the primary coordinator and representative for the property and/or properties they manage to assure that the companys efforts fully meet and exceed property management obligations.
  • Responsible for the operations and appearance of the property.
  • Represent CCC in a positive and professional manner at all times.
  • Manage all property operations in compliance with all local state and federal laws (Fair Housing Landlord Tenant Laws OSHA etc.).
  • Ensure that the property operates in compliance with the affordable housing program requirements applicable to the property.
• Responsible for all aspects of supervision for housing employees in their program(s).
  • Develop hire discharge evaluate performance coach and discipline staff with direction from Sr. Portfolio Manager and HR Department.
  • Monitor performance and provide feedback as needed for staff.
  • Accurately record time worked; adhere to time keeping guidelines including approving site staff time records on a daily basis.

• Under the direction of the Blackburn Operations Director responsible for the operations of the property.

• • Assist in the development of operating income/expense budgets and capital budgets that reflect the owners objectives for operating the property cash flow requirements and leasing strategy.
  • Analyze and report monthly financial statements including operating variances from budget cash management and strategies for collection of receivables in a timely manner.

• • Administer budgets review and analyze operations and recommend corrective actions needed to maximize efficiency owner and resident satisfaction and profitability to Portfolio Operations Manager.

• Responsible for all aspects of building occupancy.

• • Complete resident income certifications and recertifications in a timely and accurate manner in order to maintain compliance with program funding and regulatory agency requirements.

• • Coordinate collection and documentation of all revenues following lease obligations of tenants and CCCs policies on accounts receivable.
  • Administer leasing efforts including reviewing tenant billings analyzing lease clauses vacancy reports enforcing tenant compliance and performing landlord obligations.
  • Identify leasing prospects and occasionally respond to routine leasing inquiries.
  • Collect delinquent accounts according to legal guidelines and communicate with accounting department to ensure accuracy of rent roll and accounts receivable.

• Function as part of a team providing supportive housing and report to various job sites as directed by supervisor.

• • Establish and maintain collaborative working relationships between departments employees and with coworkers. Prepare and lead all site staff meetings including monthly safety meetings and document meeting minutes to submit to the corporate office.
  • Establish healthy tenant relations and participate as a member of the Blackburn services integration team.

• • Facilitate regular meetings between Resident Services community partners and building staff

• Work with Sr. Portfolio Manager to identify engage and supervise property vendors.
• Constantly strive for improvements in work process and results to better meet resident needs ownership goals and objectives and company standards and expectations.
• Adhere to all state and federal privacy and security regulations applicable to the program and to CCC policies and agreements regarding confidentiality privacy and security.
• Attend all mandatory CCC trainings in a timely manner.
• Perform other duties as assigned.

• Ability to maintain accurate records and efficiently complete required paperwork
• Excellent computer skills in word processing spreadsheet and data base applications.
• Knowledge and understanding of landlord tenant law.
• Strong mathematical skills and basic understanding of property budgets and financial accounting
• Demonstrated knowledge of mental health diagnosis and chemical dependency desirable.
• Must generally have the ability to walk bend stoop kneel squat twist reach pull and lift heavy objects operate mechanical equipment and climb stairs with reasonable or no accommodation.
• Ability to travel between properties frequently and quickly to climb stairs and walk through units multiple times a day.

MINIMUM QUALIFICATIONS:

• High school diploma or equivalent.
• Three years of experience in property management or housing to include:
• One year of lead or supervisory experience OR
• One year of experience assisting a Community or Property Manager OR
• One year of a combination of the above
• Working knowledge of landlord tenant law
• Knowledge of financial and project management concepts preferred
• Strong mathematical skills and basic understanding of property budgets and financial accounting
• Experience in community development and working in multi-cultural organizations and/or communities is a significant plus
• Demonstrated knowledge of mental health diagnosis and chemical dependency desirable
• Ability to adhere to Central City Concerns drug-free workplace which encourages a safe healthy and productive work environment and strictly complies with the Drug-Free Work Place Ace of 1988. • Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
• Must pass a pre-employment drug screen and background check.
• Valid drivers license preferred. If required to drive must pass a DMV background check and be designated an acceptable driver as outlined in Central City Concerns Fleet Safety Policy. If required to drive must pass an initial drivers training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100000/$300000 personal auto liability coverage.
