Position Marketing Statement
The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Public Service Administrator Opt. 1 Agency Purchasing Officer. As the agency authority for OSFM procurement the ideal candidate will independently oversee the purchase of supplies and services requested by all OSFM divisions and field offices. Serving as the manager over OSFM procurements the successful candidate would be comfortable collaborating and developing problem-solving procurement solutions and has the ability to establish logical priorities relating to the subject matter. As the PSA Opt. 1 Agency Purchasing Officer and employee of the State of Illinois the selected candidate will have access to state healthcare benefits and a pension plan. Essential Functions
- As the Agency Purchasing Officer (APO) serves as the statewide agency authority on procurement providing administrative oversight in the planning coordination administration and execution for the purchase of supplies and services requested by OSFM divisions and field offices.
- Provides administrative oversight to ATSR/Telecom Coordinator for OSFM.
- Serves as a full-line supervisor.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
- Requires three (3) years of responsible administrative experience in a public or business organization.
- Requires two (2)years of experience in a procurement related field.
Preferred Qualifications
- Prefers three (3) or more years of experience in a procurement related field.
- Prefers one (1) or more years of prior IT experience.
- Prefers one (1) or more years of experience with BidBuy or other related eprocurement software.
- Prefers prior experience issuing formal procurements (RFP IFB) from start to completion.
- Prefers prior experience presenting complicated information to a group of people in a professional setting.
- Prefers two (2) or more years of experience utilizing Systems Applications and Products (SAP).
- Prefers three (3) or more years of experience in the utilization of MS Word Excel Outload and Teams or other software programs.
Conditions of Employment
- Requires a current and valid State ID.
- Requires the ability to pass a background check.
- Requires the ability to travel with overnight stays as appropriate.
- Requires the ability to pass drug screening.
- Overtime is a condition of employment and you may be requested to work overtime including scheduled unscheduled or last-minute overtime.
- This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting carrying walking and standing.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
