Job Summary:

The Arizona Department of Agricultures Produce and Plant Services Division (PPSD) is currently recruiting for an Administrative Service Officer 1 for our Phoenix Operations.

The Citrus Fruit and Vegetable Standardization program monitors and enforces the quality standards for all fresh fruit and vegetables produced and marketed in Arizona.

The Administrative Services Officer 1 for the Produce and Plant Services Division (PPSD) plays a key role in the centralized administrative services for the division including accounting procurement purchasing payroll and personnel functions. This position works closely with the Administrative Services Manager to track and provide statistical data track financial information prepare various reports deliver on program strategic initiatives and help oversee comprehensive administrative services within the division.

Job Duties:

Duties to include but not limited to:
Supervise and manage approximately 1 direct report ensuring effective team coordination and performance.
Assists the Administrative Services Manager in managing administrative operations fiscal activities and data entry for the following program areas within the division: Plant Services Program Produce Safety Rule Program Citrus Fruit and Vegetable Standardization Program (CFV) and Federal-State Inspection Service (FSIS) and the Arizona Leafy Greens Food Safety Committee.
Helps manage essential administrative functions including budgeting accounting and procurement.
Assists with financial data management procurement processes reporting and the maintains records for both state and federal activities.
Oversees and assists with budget tracking and reconciliation. Applies advanced fiscal management skills and oversees comprehensive administrative services to support the divisions objectives.
Performs employee performance evaluations and oversees Employee Time Entry (ETE) accuracy.
Manages the CFV and FSIS Billing team including tracking reporting and ensuring compliance with rules and regulations for fresh and manufactured produce commodities.
Oversees the creation and distribution of billing statements recording of payments and maintenance of shipper and produce dealer information. Provides billing service for the Arizona Lettuce Research Council and the Arizona Citrus Research Council through an Interagency Service Agreement (ISA).
Responsible for procurement responsibilities.
Provides standard front line customer service and administrative duties such as answering and directing incoming calls sending faxes and interacting with the public in person to address needs.
Inspection coordination; Conducts monitoring of schedules and workflow for the Phoenix FPGI. Provides customer service and follow-up. Oversees the distribution of market inspection certificates to Applicants and Shippers. Coordinates administrative procedures between different branches of the FSIS offices.
All other duties as assigned.

Selective Preference(s):

2 plus years of managerial experience in one or more of the functions related to duties.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). ASRS is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in statue. Current contribution rate is 12.00%. Enrollment eligibility will become effective after 27 weeks of employment.
