The Chief of Police is responsible for the effective management and operation of the University Police Department. Provides collaborative and inspirational leadership focused on solution-based community policing in a college environment. Promotes programs and philosophies that are consistent with the Universitys mission and vision.
In collaboration with senior administration plans organizes and directs the activities of the department with primary aim to ensure a safe and secure educational living and working environment for the University community. Ensures that applicable University rules are enforced and appropriate measures are implemented to prevent crime and to protect the campus including the campus proper as well as geographically separated University facilities. Maintains the Universitys Annual Fire and Security Report and compliance with the Jeanne Clery Act as well as other federal state and local regulations regarding campus safety security and emergency preparedness.
The Chief of Police works closely and successfully with senior University leadership; all academic administrative and service units of the University; federal state and local law enforcement; and other public safety agencies. This work requires close consultation with senior leadership as best plans practices and procedures are identified for conducting University police operations. The incumbent understands the status of the University of Mary Hardin-Baylor Police Department as a private-employer law enforcement agency while acknowledging understanding and being familiar with community policing philosophy and the importance of collaboration with senior administrators particularly with the Dean of Students and the Title IX Coordinator.
The Chief of Police coordinates with internal and external organizations and stakeholders regarding major activities held on campus including but not limited to: academic events athletic events concerts and student/public assemblies. Oversees assesses and responds to critical campus law enforcement public safety and security concerns; ensures that appropriate threat assessment/management and risk mitigation measures are in place; and maintains the capacity of the department to respond to catastrophic events either criminal or natural in origin.
The Chief of Police performs a variety of administrative duties including formulating and managing the departmental operating budget establishing an ongoing strategic plan for the department and ensuring staff development and succession planning. The Chief of Police serves upon request as spokesperson for the institution regarding law enforcement and campus security matters.
Work schedule may include varied hours and shifts (day evening night and weekend shifts may apply at the onset of employment and may be changed during the course of employment). This position requires prompt telephone response and if needed a no more than 30-minute response time from the time of call to arrival on campus.
