Brief Description of Duties
Reporting to the Director of Title III the Program Manager will assist in the day-to-day operations planning organizing monitoring and managing activities and resources associated with the Universitys three (3) U.S. Department of Education (DoE) federal grants (HBCU HBGI and FUTURE Act). The incumbent performs generalized duties and responsibilities required of a position with primary responsibility for grants management processes such as administering implementing and monitoring to ensure compliance through the documenting of policies and procedures accurate record keeping and reporting regarding grant activity within the Office of Title III Programs. The Program Manager ensures the efficient and appropriate management of Title III grants received from the U.S. Department of Education.
The Program Manager will monitor and ensure that all programmatic outcomes are linked with established objectives of the Universitys approved Comprehensive Development Plan (CDP) and in compliance with Title III guidelines federal regulations and University policy. The Program Manager serves as a liaison to Activity Directors to interpret policy and disseminate information concerning changes to federal policies. The Program Manager assists in the planning developing and executing of new or revised programs procedures and practices.
Essential Duties and Responsibilities
1. Monitors the activities and projects funded under the three (3) Title III federal grant projects (HBCU HBGI FUTURE) for compliance with Title III U.S. Department of Education and Federal guidelines rules and regulations as well as University policies.
2. Assists in the design and maintenance of spreadsheets and databases to support financial tracking systems.
3. Provides program and budgetary oversight of the Title III spending plans including the monitoring of monthly quarterly and annual reports. Assists in the compiling and preparation of data for the Annual Performance Report (APR).
4. Ensures appropriate use of federal funds; manage budget; maintain budget control.
5. Interact with Activity Directors in carrying out the objectives and goals of the project maintaining staff spreadsheets.
6. Tracks Title III effort reporting while establishing effective communication channels and acts as a liaison between the program Activity Directors and other individuals within the University.
7. Reconciles monthly Time and Effort Allocation Reports and advises required correction.
8. Works directly with the Title III Director in managing coordinating and assessing program activities for compliance and in preparing official reports including programmatic and inventory reports.
9. Monitor Title III and extramural grants for legal financial and program compliance including but not limited to ensuring that grant requirements are correctly documented in the grant files and database.
10. Gathers pertinent programmatic information and data regarding the universitys Comprehensive Development Plan(s); reviews assists in evaluating and ranking proposals submitted by the University community for sufficiency and adherence to guidelines.
11. Establishes electronic and written information management systems for internal and external report submission.
12. Supports the mission vision and values of the University.
13. Performs other duties as assigned and appropriate to the position and University priorities.
Minimum Job Requirements
Bachelors Degree in administration accounting grant management higher education or other directly related field with relevant work experience training or other equivalent qualifications will be considered.
3-5 years of successful grant writing project planning and delivery of federal sponsored and/or extramural grants and financial management.
3-5 years of campus wide programming in Higher Education
