Role overview:

The Grants Program Manager oversees the delivery of complex federal and state grant programs ensuring compliance with eligibility procurement and contracting requirements. This role applies advanced program knowledge to navigate challenging eligibility scenarios provide expert guidance and ensure consistency and quality across projects. The Manager may manage a team review their work for accuracy and completeness track progress against engagement goals and escalate critical or high-risk issues to leadership to support timely resolution. This position also provides coaching and quality oversight to other team members ensuring consistent application of program requirements. The Manager will represent Indelible in engagements with third-party partners clients and oversight bodies preparing progress updates audit responses and compliance reports. This is a temporary project-based hourly position that may conclude upon project completion.

Positions are contingent upon work availability client requirements and/or client approval. The ability to deploy with 24-48 hours notice or less is required. Your application is to become part of our cadre list and does not guarantee any particular amount of work assignments or hours per week.

Responsibilities and essential job functions may include but are not limited to:â

  • Lead and oversee the administration of complex grant programs (e.g. FEMA PA FEMA IA CDBG-DR Hazard Mitigation).
  • Interpret and apply federal procurement contracting and cost eligibility requirements to complex and varied project types.
  • Resolve and guide teams through nuanced eligibility scenarios and compliance determinations providing direction and escalation pathways as needed.
  • Conduct second-level reviews of documentation data and claims to ensure accuracy completeness and adherence to program requirements.
  • Escalate significant findings risks or noncompliance issues to Engagement Managers or leadership with recommendations for resolution.
  • Manage coach and monitor a team of Grants Program Specialists assigning tasks tracking progress and ensuring deliverables meet established timelines and quality standards.
  • Provide performance feedback training and on-the-job development to team members to enhance skills and consistency in execution.
  • Coordinate with applicants contractors and subrecipients to clarify program requirements interpret policies and address discrepancies.
  • Develop and review audit-ready documentation progress reports and compliance summaries for internal and external stakeholders.
  • Assess project reasonableness funding eligibility and alignment with federal and state program criteria.
  • Support Engagement Managers in managing workstreams reporting status updates and forecasting workload and staffing needs.
  • Represent Indelible in meetings and briefings with clients oversight agencies and external partners communicating findings and recommendations clearly.
  • Contribute to proposal development process improvement and lessons-learned activities to strengthen program operations.
  • Ensure audit readiness and compliance documentation integrity across all assigned projects.
  • Perform other duties as needed to ensure successful program delivery.
  • ***Candidates will be required to undergo background screenings as required by clients for engagement delivery purposes. Continued employment is contingent upon successfully passing such screenings throughout the duration of employment.

What Our Ideal Candidate Looks Like:

  • Extensive experience with FEMA Public Assistance Hazard Mitigation CDBG-DR or other federal/state disaster recovery programs.
  • Strong understanding of complex eligibility determinations procurement rules and cost eligibility under federal grant programs.
  • Experience managing teams and overseeing workload distribution quality control and milestone tracking.
  • Familiarity with FEMA Grants Portal CDBG-DR systems or similar grant management platforms.
  • Proven ability to identify compliance risks analyze complex data sets and summarize findings for decision-making.
  • Strong leadership communication and coaching skills with the ability to guide team members in fast-paced high-pressure environments.
  • Proficiency in Microsoft Office applications particularly Excel for data analysis reconciliation and reporting.
  • Bachelors degree in business public administration emergency management or a related field preferred; advanced degree or relevant certifications are a plus.
  • Ability to work independently while managing a team and representing Indelible with professionalism and integrity.
