Job Summary

This position is a senior-level job that requires considerable work experience and highly developed skills. It requires experience and knowledge of the job and the ability to handle difficult situations and to identify and solve problems. The Deputy Chief Financial Officer has considerable decision-making authority and provides strategic financial guidance and recommendations to the CFO and other executive team leaders to help achieve the citys goals and objectives. Responsibilities include assisting the Chief Financial Officer by providing management oversight including developing implementing and enforcing policies and procedures of the following divisions of the Finance Department Accounting and Auditing activities Grants Administration and Utility Billing.

Essential Duties & Required Qualifications

Duties and Responsibilities

  • Responsible for management oversight of the Accounting and Auditing Grants Administration and Utility Billing divisions of the Finance Department.
  • Responsible for developing and/or review implementing and enforcing policies and procedures.
  • Responsible for evaluating and implementing workflow process improvements to achieve efficiency and cost-savings.
  • Foster a high-performance culture within the Finance Department and other city departments.
  • Provide leadership mentorship and professional development of the Finance team.
  • Serve as the primary point of contact for the annual external financial audit. Ability to work effectively with external auditors.
  • Responsible for management oversight of the preparation of financial statements and related notes for the Citys Annual Comprehensive Financial Report (CAFR).
  • Responsible for management oversight of the annual year-end financial system close out process ensuring all general ledger reconcilements accruals and various year-end adjustments and entries are accurate and complete.
  • Serve as an Investment Officer and ensures accurate recording and reporting of the Citys Investments.
  • Assist the CFO with the Citys annual budget preparation and execution including the Capital Improvement Program.
  • Attend City Council Meeting external committee or board meetings as needed and make formal presentations as required and as assigned by the Chief Financial Officer.
  • Assist the CFO with Finance Department responsibilities associated with development agreements.
  • Oversee treasury and cash management including cash flow forecasting and banking relationships.
  • Monitor financial transactions of the City to ensure proper accounting of public funds; make recommendations to improve procedures and accountability.
  • Lead the development and execution of the citys financial strategy policies and procedures.
  • Establish and maintain a robust internal controls framework to safeguard the citys assets and ensure the integrity of financial data.
  • Assure that state and national standard accounting procedures such as GAAP are maintained.
  • Oversee and review the internal audit function for the Finance Department.
  • Assist with the citys bi-weekly payroll process as needed.
  • Responsible for supervising direct reports including interviewing hiring and training employees; planning assigning and directing work writing and delivering performance reviews addressing complaints or problems.
  • Act as a key liaison for financial matters with other departments external auditors financial advisors and financial institutions.
  • Perform other related duties as assigned.
Required Education and Experience
  • Bachelors degree from an accredited college or university in accounting finance or a closely related field.
  • Minimum of eight years of full-time accounting finance and other related experience.
  • Minimum of five years of supervisory experience.
OR
  • A high school diploma or equivalent.
  • Minimum of twelve years of full-time accounting finance and other related experience.
  • Minimum of five years of supervisory experience.
Required Certificate and Licenses
  • Valid Texas Class C drivers license or equivalent from any other US state.
Preferred Qualifications
  • Experience using advanced budgeting and forecasting software and financial accountings systems in government organizations.
  • Masters degree or higher in accounting finance or a closely related field.
  • Experience in accounting and finance working for a city state or county.
  • Certified Public Accountant (CPA).
  • Certified Government Finance Officer (CGFO).

Knowledge Skills & Abilities

  • Knowledge of accounting principles and practices including general ledger accounts payable and accounts receivable; methods and practices of governmental accounting.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.
  • Ability to interpret and apply Federal State and local policies procedures laws and regulations.
  • Proficient in using Microsoft applications (including Word and Excel).
  • Ability to communicate effectively both verbally and in writing.
  • Ability to follow detailed verbal and written instructions.
  • Ability to communicate with the public in a courteous and diplomatic manner.
  • Ability to establish and maintain effective relationships with public officials superiors subordinates.
  • Skill in data analysis and problem solving.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in directing the activities of a complex and diverse organization.
  • Ability to plan and schedule operations.
  • Analyze situations and adopt quick effect and reasonable courses of action. Ability to manage difficult or emotional situations.
  • Knowledge of principles and procedures of financial record keeping and reporting.
  • Ability to develop and maintain effective working relationships with City employees the public elected officials and boards and commissions.
