Position Summary
The Security Program Manager serves as the Vendor's primary point of contact for Client security operations
overseeing the overall administration support and internal quality control of unarmed security guard services
across multiple utility sites. This role ensures consistent oversight direct accessibility during business hours
and compliance with all contract requirements including Client standard operating procedures (SOPs). The
Security Program Manager is responsible for leading a team of supervisors and security officers maintaining
high standards of performance and fostering strong client relationships to enhance service delivery. This
position requires a proactive leader with strong supervisory experience in security or related fields capable of
handling administrative duties emergency responses and continuous improvement initiatives.
Key Responsibilities
Demonstrate competence and in-depth knowledge of the Vendor's rules regulations
procedures and Client standard operating procedures to ensure seamless service delivery.
Exhibit strong leadership and supervisory skills including the ability to delegate authority
effectively while maintaining mature judgment in all work-related decisions.
Proficiently speak and write in English with mathematical skills to accurately read and
interpret schedules track time and manage duty hours for all assigned personnel.
Supervise the Supervisor and Security Officers at assigned sites conducting regular
oversight to confirm services are performed properly and in compliance with contract
standards.
Maintain discipline and morale among subordinates through coaching performance
feedback and motivational strategies.
Act as the Vendor's primary point of contact coordinating with the client contact and other
designated personnel on day-to-day site security matters including briefing sessions and
information flow.
Recommend enhancements to security services such as process improvements or
technology integrations to the client contact.
Participate in drills exercises and actual emergencies as requested by client safety incident
response and emergency planning teams.
Perform other duties as required to implement and improve security services including
administrative tasks report reviews and coordination during phase-in/phase-out periods.
Ensure all personnel undergo required training background checks and certifications and
maintain records for compliance.
Respond to emergencies problems or complaints 24/7 providing immediate support as
needed.
Requirements
Qualifications and Requirements
Minimum of four (4) years' experience in a supervisory position within security law
enforcement or a related field.
High school diploma or GED required; associate's or bachelor's degree in criminal justice
business administration or a related field preferred.
Valid state-issued driver's license with a clean driving record (no suspensions revocations
or serious violations).
Must hold or obtain a valid Level Two Non-Commissioned Officer Registration per Texas
Occupations Code Chapter 1702.
Strong communication organizational and problem-solving skills with the ability to handle
challenging conditions independently.
Physical ability to perform duties in varying outdoor conditions including extreme
temperatures precipitation and high winds.
Proficiency in using security-related software platforms for real-time monitoring GPS
tracking incident reporting and electronic communications (preferred).
Must pass a background check conducted by the El Paso Police Department and maintain
updated checks annually.
Ability to work collaboratively with law enforcement emergency responders and utility
staff in a professional courteous manner.
No active arrest warrants or legal commitments; must maintain a neat clean appearance
and professional demeanor at all times.

Schedule: Monday through Friday 8:00 a.m. to 5:00 p.m. (with 24/7 availability for emergencies via
emergency telephone number)
Compensation: Salaried position $26/hr; competitive based on experience and qualifications
Vehicle Requirement: Patrol vehicle provided by vendor must be marked as "Security" vehicle and
maintained in clean professional condition
