For more information East Asia and the Pacific (EAP) Region: East Asia and the Pacific Region: Nutrition and Population Global Practice: The WBG supports countries efforts towards achieving Universal Health Coverage (UHC) and to provide quality affordable health services to everyone regardless of their ability to pay by strengthening primary health care systems and reducing the financial risks associated with ill health and increasing equity. Of particular importance are the efforts to develop emergency-ready health systems able to prevent and respond to significant health emergencies (such as epidemics or pandemics) and to respond to other shocks such as famine and natural disasters. HNP Global Practice: and Accountabilities: Lead support and nurture her/his team to deliver the GPs key strategic priorities and in collaboration with Country Directors to ensure alignment with the WBG Strategy and Country Partnership Frameworks.
The East Asia Pacific Region (EAP) is a highly diverse region with countries of all income levels and wide differences in resource endowments human capital and institutional capacity. The Health Nutrition and Population Global (HNP) Practice in EAP has a large lending and ASA portfolio with lending commitments worth $4.2 billion (of which HNP1 holds $3.1 billion) and analytical and advisory activities under implementation. The Unit is actively engaged in most countries in the region oftentimes at the subnational level. The EAP HNP strategy has as objective to improve HNP outcomes and make progress towards Universal Health Coverage and enhance the performance and resilience of health systems in financially affordable and sustainable EAP HNP because of the size of the portfolio and of the team we have two Practice Managers. The person selected for this position is one of them.
The HNP Practice Manager will report to the EAP Regional Director for People Vertical responsible for the EAP HNP portfolio in Indonesia (currently the largest HNP portfolio in the World Bank) Timor Leste and the Pacific CMUs. Following are the key responsibilities inter alia:
Work closely with the other EAP HNP Practice Manager to ensure full coordination and collaboration among both teams.
Provide strategic leadership of cross-cutting People Vertical issues and responsible for delivery of the regional Human Capital Acceleration Plan as part of the People Vertical Leadership Team.
Develop and implement a regional plan to incentivize health emergency preparedness (including Pandemic Prevention Preparedness and Response) across countries in the region.
Draw on thought leadership and implementation know-how to ensure high impact multi-sectoral solutions.
Build and maintain a balanced portfolio of innovative cost-effective and demand-driven products and services.
Work in partnership with other PMs in the GP and with other GPs as well as with IFC MIGA and public and private stakeholders to find tailored and holistic solutions to complex development challenges.
Support GP management in developing and implementing appropriate strategies for global staffing deployment talent and performance management.
Effectively engage in communication with various audiences including key stakeholders clients beneficiaries public internal and external partners.
Be accountable for delivering high-quality and timely results
The PM is a member of the EAP Management Team and People Vertical Management Team and coordinates closely with the other EAP HNP Practice Manager the EAP Practice Managers the People Vertical Practice Managers and is a member of the EAP Regional Management Team. The PM is also a member of the HNP GPs Talent Board to oversee the strategic staffing career development and deployment of GP staff across the Bank.
Selection Criteria
A Masters degree (Ph.D. preferred) in an People Vertical related discipline with at least twelve (12) years of relevant professional experience.
Excellent leadership and supervisory skills with established track record managing multi-location and virtual teams.
Strong operational and development experience and track record including experience in more than one Global Practice/VPU (including IBRD MIGA and IFC) and in more than one world region of those relevant to these positions.
Technical knowledge and experience in one or more of the relevant areas is desirable though solid managerial and influencing skills are at a premium for these positions.
Demonstrated in-depth experience and track record of results and successfully working across practices disciplinary and institutional boundaries.
Strong sense of strategy including ability to prioritize and exit some activities track record in streamlining and rationalizing product offerings.
Good partnership experience including involving multiple stakeholders both public and private in building collaborative alliances for results.
Experience in applying practice know-how and effective policy dialogue to achieve development results.
Mobility: Candidates will be considered if they
Have completed a minimum of two years in current assignment by December 2025; and
Have less than two consecutive assignments in the same region as the position they are applying to ensuring mobility across regions and maintaining and applying global knowledge.
