Summary
Under the guidance of the Emergency Management Coordinator assists in the development coordination conduct facilitation and management of the countywide emergency management program. Assists in the development and implementation of local state and federally sponsored emergency management programs including emergency preparedness training and exercises disaster response and recovery and may coordinate these programs with other governmental business and industrial community service and volunteer organizations.
Essential Duties and Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
To perform this job successfully an individual must be able to perform each essential duty satisfactorily. Duties include the following:
- Serve as a backup to the Emergency Management Coordinator and act as the Emergency Management Coordinator in their absence.
- Assist in the management of operations and the delivery of services of the Office of Emergency Management.
- Assist in the supervision of Emergency Management Specialist/Senior Emergency Management Specialist staff.
- During Emergency Operations Center (EOC) activations provide management and leadership serving in various roles.
- Oversee the implementation of department-wide emergency management projects and initiatives.
- Develop plan and execute trainings and exercises with stakeholders. Identify areas for improvement and monitor improvement plans.
- Lead the after-action review process for Emergency Operations Center activations.
- Serve as Duty Officer when scheduled which requires 24/7 availability on a rotational basis and must be able to respond on nights and weekends as needed.
- Respond to emergencies and assist with large-scale special events during non-business hours including nights weekends and possibly holidays.
- Participate in regional state and national working groups as a representative for the Office of Emergency Management.
- Serve as a resource and emergency management subject matter expert to other departments external stakeholders and the public.
- Represent the Office of Emergency Management at meetings and conferences.
- Collaborate with or assist OEM team members on projects and assume other duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES
- Knowledge of Texas County and City organizations operations policies and procedures.
- Knowledge of State and Federal regulations and standards governing emergency management activities including the Texas Division of Emergency Management and the Federal Emergency Management Agency.
- Proven skills and success in program/project management teamwork plan development organizing facilitating leading and collaborating with various stakeholders.
- Skill in interpreting and applying emergency management response standards and procedures applicable federal rules and regulations and Texas County and City policies and procedures.
- Must demonstrate strong skills in written and verbal communication.
- The candidate must be highly motivated and work well both independently and in a team environment.
- Ability to multi-task and work flexibly in stressful situations.
- Ability to utilize Microsoft Office Suite (Word Excel PowerPoint) and any other relevant software.

PERIPHERAL DUTIES
- Attends conferences and meetings to keep abreast of current trends in the field; represents the County Emergency Management Department in a variety of local county state and other meetings. Serves as a member of various committees. Performs related duties as needed or required.

EDUCATION AND EXPERIENCE
High School diploma or GED equivalent is required. A bachelors degree in Emergency Management Public Safety Public Administration Homeland Security or other related preferred. Completion of IS-100 IS-200 ICS-300 ICS-400 IS-800 is required within six (6) months of hire date. Four (4) plus years of professional experience in disaster or emergency management preferably in Emergency Operations Center activations. Skill in the operation of the listed tools and equipment listed below. Must have a valid Texas drivers license to operate county vehicles.
