Job Title: IT Director
Location: Wilmington DE (On-site)
Department: Department of Finance
Job Type:Senior Level; Long-term Assignment (with potential for conversion to permanent)
The IT Director is responsible for overseeing the information technology strategy operations and infrastructure for the State of Delaware. This role involves managing a team of IT professionals ensuring the security and efficiency of IT systems and aligning technology initiatives with the states goals and objectives.
Key Responsibilities:
- Strategic Planning: Develop and implement the states IT strategy ensuring it aligns with broader governmental objectives.
- Leadership: Lead and manage the IT department including hiring training and evaluating IT staff.
- Budget Management: Prepare and manage the IT budget ensuring efficient allocation of resources for technology projects and services.
- Project Management: Oversee IT projects from conception to completion ensuring they are delivered on time and within budget.
- Policy Development: Establish and enforce IT policies standards and best practices to ensure compliance with regulations and security protocols.
- Infrastructure Management: Oversee the maintenance and enhancement of IT infrastructure including networks servers and software applications.
- Cybersecurity:Implement and manage cybersecurity measures to protect state data and systems from threats.
- Vendor Management: Collaborate with external vendors and service providers to procure IT services and products ensuring quality and cost-effectiveness.
- Stakeholder Engagement: Work closely with other state departments and agencies to identify technology needs and develop solutions that meet those needs.
- Reporting: Provide regular updates to state leadership on IT performance projects and initiatives.
Qualifications:
- Education: Bachelors degree in Information Technology Computer Science or a related field; a Masters degree is preferred.
- Experience: Minimum of 7-10 years of progressive experience in IT management with at least 5 years in a leadership role.
- Skills:
- Strong understanding of IT infrastructure systems and applications.
- Proven project management skills with experience in managing large-scale IT projects.
- Excellent leadership and team management abilities.
- Knowledge of cybersecurity best practices and risk management.
- Strong communication and interpersonal skills for collaboration with various stakeholders.
- Certifications: Relevant certifications (e.g. TIL CISSP) are a plus.
Work Environment:
The IT Director typically works in an office setting with occasional travel to various state facilities or events. The role may require extended hours during critical project phases or emergencies.
Listed salary ranges may vary based on experience qualifications and local market. Also some positions may include bonuses or other incentives.
