Job Summary

Job Description: The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The New York City Bureau of Water Supply seeks to hire an Associate Project Manager II for a position within the Environmental Health and Safety (EHS) Directorate located in Valhalla New York.

The Bureau of Water Supply EHS Project and Field Compliance Section is responsible for providing environmental health and safety (EHS) oversight for over 100 construction projects often located at critical infrastructure locations. Critical projects include the rehabilitation of the Hillview and Jerome Park Reservoir campuses and the Kensico-Eastview Connection. Responsibilities include construction inspections mechanical design drawing reviews and specific project reviews to assure compliance with pertinent laws rules and regulations governing the areas of general environmental conditions safety (EHS) and health standards. There will be varying degrees of difficulty and responsibility regarding administrative work and in directing the operation of a major organizational segment of EHS inspection programs to ensure compliance with relevant laws and regulations governing health and safety in the BWS workplace.
Under direction of the Chief of Project and Field Compliance the Associate Project Manager II will serve as Project & Field Compliance Coordinator and will be responsible for providing environmental health and safety (EHS) oversight for construction projects often located at critical infrastructure locations In-City as well as the upstate watershed region. Responsibilities include construction inspections mechanical design drawing reviews and specific project reviews to assure compliance with pertinent laws rules and regulations governing the areas of general environmental conditions safety (EHS) and health standards. Specific duties include:


- Providing support and ensuring that projects and field assignments maintain environmental health and safety compliance with Federal State and Local regulations as well as Agency policies and guidelines.

- Providing adequate support to Bureau of Engineering Design and Construction (BEDC) Project Managers to assist with EHS integration into the planning design and implementation of contracts.

- Providing adequate support to Job Order Contracts (JOCs) and In-House Planning Design and Construction (IPD&C) Programs Managers throughout Operations to assist with EHS integration into the planning design and implementation of contracts.

- Ensuring that all field staff in the Planning and Source Water Protection (SWP) Directorates are given information on and access to tools and skills required to perform their job duties in a safe and environmentally friendly manner.

- Maintaining technical knowledge licenses and certifications as required to perform all job tasks. Performing tasks and interacting with others in a professional manner utilizes good work habits to meet assignments goals and timeframes.

- Performing special assignments and support as requested.

Some of the physical activities performed by Associate Project Managers and environmental conditions experienced are walking to and from inspection sites and during the course of inspections climbing and descending ladders or stairs to get to areas to be inspected including exposed heights and confined spaces standing for extended periods of time distinguishing colors bending stretching and stooping during inspections communicating orally climbing over and around various objects walking in areas that may be damp moldy dark dusty smoky vermin infested noisy acrid or containing fumes emissions extreme heat and cold lead dust asbestos or other potentially hazardous material and working outdoors in all kinds of weather.


Associate Project Managers may be required to work shifts including nights Saturdays Sundays and holidays.



Preferred Skills:


- A Motor Vehicle Driver License valid in the State of New York. This license must be maintained for the duration of employment.

- Ability to travel to meetings work facilities and field locations throughout the 2000 square mile upstate watershed (both east and west of the Hudson River) and in New York City.

- Proficiency Microsoft Office products including Word Excel One Drive Teams and Power Point.

- Knowledge with NYC DEP EHS Policies and Procedures.

- Knowledge with OSHA Laws and Regulations.

- Knowledge with US EPA RCRA Hazardous Waste Regulations.

- Knowledge with US DOT Hazardous Material Transportation Regulations.

- Ability to read and understand mechanical design drawings.

- Ability to research and interpret complex regulations.

- Ability to conduct and participate in field audits and assessments.

- Ability to review and analyze data collected in the field conduct research and develop corrective actions and guidance related to environmental compliance issues.

- Ability to assist in developing procedures to mitigate impacts to DEP staff whether involved directly in the project implementation or working in the vicinity of the project area.

- Interpersonal skills adequate to communicate with and liaison with personnel within the directorate Bureau and Agency and with external regulatory entities to provide effective and compliant facilities programs regarding EHS matters.

- Ability to perform highly responsible administrative functions using organizational skills and time management to provide effective direction to subordinate staff so as to achieve deliverables regarding EHS tasking and assignments.

- Research and interpretation abilities adequate to understand and apply relevant EHS laws standards and policies in the workplace and communicate them to subordinate staff and others.

- Ability to perform mathematical and statistical calculations.

- Ability to write review edit and provide comments on technical reports and safety plans.

- Ability to use basic industrial hygiene instrumentation and tools.

- Ability to work at operational water supply facilities that contain mechanical and physical conditions such as cranes confined spaces generators loud noises and chemical treatment which may require donning of PPE or adherence to specific safe entry plans to mitigate any hazards.

- Ability to don PPE required for making site visits and tasking such as hard hats traffic safety vests safety shoes safety eyewear hearing protection and a fall protection harness.



Hours/Shift:

35 Hours per week / May be required to work shifts including nights Saturdays Sundays and Holidays.

ASSOCIATE PROJECT MANAGER - 22427


Qualifications :

One year of full-time satisfactory experience in supervising employees performing project management work such as planning administering managing coordinating or expediting on engineering and/or architectural and/or landscape architectural projects or supervising a construction project with a value of $or more and either:

1. A baccalaureate degree from an accredited college or university in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration and one year of full-time satisfactory experience in project management work such as planning administering managing coordinating or expediting for engineering and/or architectural and/or landscape architectural projects; or

2. A four-year high school diploma or its educational equivalent and five years of experience as described in 1 above; or

3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in 1 above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelors degree from an accredited college or university in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration; (b) a Masters degree from an accredited college or university in one of the disciplines described in 1 above; (c) a Juris Doctor degree or (d) a valid New York State license as a Professional Engineer Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

In addition to meeting the qualification requirements for Assignment Level I candidates must have at least one additional year of experience as described in 1 above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.

In addition to meeting the qualification requirements for Assignment Level I candidates must have at least two additional years of experience as described in 1 above in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.
