Job Summary

Open to candidates who are permanent in the civil service title of Administrative Procurement Analyst or the comparable civil service titles of Administrative Contract Specialist and Administrative Staff Analyst. Due to active promotional list for Administrative Staff Analyst only permanent DOHMH candidates can be considered.

The Finance Division at DOHMH has central responsibility and authority for all the finance contracting procurement payroll and revenue functions of the agency. Finance helps to ensure that programs and operations have the information analysis funding and capacity to deliver critical services effectively and meet DOHMHs public health and racial equity objectives. Finance is organized into five bureaus each led by an Assistant Commissioner: Bureau of the Agency Chief Contracting Officer; Bureau of Budget; Bureau of the Controller; Bureau of Finance Administration and Planning; and Bureau of Revenue.

The Director of Health Contracts will oversee a team of six Procurement Coordinators responsible for processing non-competitive contracts for the agencys health division. This position is critical to ensuring procurement actions are executed accurately efficiently and in full compliance with the citys procurement rules and regulations.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
As the Director of Health contracts duties will include but not be limited to the following: Supervise a staff of Procurement Coordinators.
-Provide guidance training and support to staff.
-Train staff in all duties related to their work; ensure that staff complete all required DOHMH trainings and that staff complete relevant procurement trainings.
-Assign contract actions to staff and monitor staff performance and work progress.
-Review completed information including integrity information award documents procurement forms and supporting documents for approval.
-Manage staff Contract Portfolio. Ensure timely completion of assignments and prioritization of high priority actions.
-Meet with divisions about planned procurements solving procurement problems and developing strategies for the timely processing of the portfolio.
-Provide advice and guidance to programs on the administration of procurements.
-Liaise with Office of General Counsel to ensure that contracts awards are reviewed and approved in a timely manner.
-Liaise with external agencies such as DCAS/OCP FISA DOITT Comptrollers Office MOCS SBS and OMB.
-Draft and prepare memos respond to oversight agency inquiries; and ensure that responses to oversight agencies are prioritized.
-Work with staff to schedule contract public hearings and ensure that notices are published in the City Record and elected officials are notified prior to all public hearings.
-Utilize Agency and Citywide systems in the processing and approval of procurement actions.
-Attend office meetings including program bureau meetings represent AACCO and DACCO at key meetings with senior officials within the agency. Ensure compliance with the PPB Rules NYC Charter and other regulations.
-Participate in staff recruitment activities including drafting job descriptions interviewing candidates and recommending candidates.
-Conduct employee performance evaluations on an annual basis and interim basis as necessary.
-Assist with special projects as assigned.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing procurement contract administration or a related field at least eighteen months of which must have been in an administrative managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in 1 above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in1 above.
