General Services Division (GSD) is a dynamic agency comprised of Capitol Facilities Maintenance Real Property & Leasing Surplus Property & Recycling and State Print & Mail. GSD Headquarters is seeking an Operations Analyst to join their central operations team at the direction of the Chief of Operations. Key functions include anticipating the relationship between demand staffing and service level developing simple controlled processes that reduce error and tracking and using data analytics that inform and support business decisions. This position is responsible for engaging division leadership and providing operational oversight to facilitate resource forecasting and process optimization. The ideal Operations Analyst is a highly organized self-motivated professional that will support the ongoing visibility of emerging issues and long-term business solutions in the division.

Responsibilities include:
Actively engages in strategic planning content management and client success management;
Develops policy and procedures and administers GSD policy database;
Asset management: central fleet oversight and other general asset analysis;
Works with GSD business units to develop standard operating procedures documenting workflow and process steps;
Manages projects initiatives proposals business campaigns and presentations;
Works with GSD leadership and staff to determine project requirements and liaise with the business and technical experts who can assist in developing solutions;
Ensures that initiatives are executed in alignment with department and division goals;
Defines and builds new business operations processes that optimizes efficiency and reduces error;
Responsible for risk management and control including the ongoing process of risk identification and documentation;
Support the development of safety and emergency response plans;
Ensures that staff works in accordance with the approved operating policies procedures practices and methods;
Ensures consistency among GSDs customer delivery services and solicits feedback from stakeholders to consistency and relevance of provided services;
Ensures that contract performance standards are being met and provides oversight to vendors to ensure contract compliance;
What are we looking for
Education and Experience:
Bachelors degree in business or related field and two years applicable experience.
Alternate combinations of education and experience will be considered on a case-by-case basis.
Competencies:
Knowledge of:
Principles of project management and methodologies;
Business Science Techniques and Strategic planning;
Basic principles of risk management.
Think critically and use iterative thinking abilities when solving problems;
Aggregate data from many sources normalize data and analyze data accordingly
Effectively communicate both orally and in writing;

Establish objectives and priorities based on goals and general direction provided by management;
