Job Description: Senior Financial Management Consultant Behavioral Health Finance (Hybrid)
Position Summary
Sunshine Enterprise USA LLC seeks a qualified Senior Financial Management Consultant to support the Rockland County Department of Mental Health (RCDMH) in managing New York State aid programs. The consultant will provide strategic financial oversight reporting and compliance support for programs funded by OMH OASAS and OPWDD.
Key Responsibilities
- Oversee and manage NYS State Aid letters and funding allocations to County and contract agencies.
- Collaborate with RCDMH Accountant to monitor budget-to-claim cycles finalize state close-outs and reconcile provider claims.
- Prepare and submit Federal Medicaid Cost Reports and ensure maximization of reimbursements.
- Ensure compliance with Consolidated Fiscal Reporting System (CBR and CFR) and NYS deficit funding guidelines.
- Develop and implement efficient processes for:
- CBR and CFR submissions
- OMH County Allocation Tool (CAT)
- OASAS Program Budget Change Request Forms (PBCRs)
- Provide technical assistance and training to County staff and contract agencies on CFR preparation and reporting.
- Create Excel-based financial reports and crosswalks to support internal and state reporting requirements.
- Maintain and reconcile State Aid contract allocations provider claims and cash payments.
- Prepare documentation for state aid advance reconciliations including withholds and recoveries.
- Support ad hoc financial reporting and internal analysis needs of RCDMH.
Qualifications
- Minimum of 3 years experience in financial services for NYS Local Government Units (LGUs).
- Bachelors degree in Finance Accounting or Business (Masters preferred).
- Proven expertise in:
- NYS systems: ALFS SABRS CFRS
- Medicaid cost reporting
- OMH OASAS OPWDD funding guidelines
- Advanced proficiency in Excel including pivot tables and financial modeling.
- Strong communication and training skills for provider and staff engagement.
- Experience in developing fiscal calendars correspondence and compliance documentation.
Preferred Skills
- Familiarity with NYS CFR software and provider training delivery.
- Ability to develop customized financial tools and streamline reporting processes.
- Experience in public sector consulting and behavioral health finance.
