Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth strengthening both families and communities within the Commonwealth.

DJJ is seeking a Resident Rights and Legal Support Manager. This position will assists the Compliance and Legal Support Director to coordinate the agencys efforts in defense against civil actions brought against the agency. Provides technical assistance and consultation to the agency regarding compliance with all federal and state regulatory standards that apply to the agency. Vets questions for answers based on policy considerations or liaisons with the Office of the Attorney General on questions that require legal counsel as necessary. Provides highly autonomous policy advice to all divisions of the agency. Provides oversight of Residents Rights/Discipline Program and supervises the Human Rights Supervisor and Residential Staff Safety Advocate.

The position is responsible for ensuring residents rights are protected in the resident grievance and discipline process conducts Resident Accountability Hearings when the Human Rights Supervisor and Human Rights Coordinators have approved scheduling conflicts or conflicts of interest and manages due process review of certain behavioral infractions for release eligibility. Supports internal process for victim notification in accordance with law and supports the residential staff safety advocacy program.

Job responsibilities include but not limited to:

  • Ability to work on multiple tasks within tight deadlines and to interact professionally with all levels of staff and communicate effectively both orally and in writing.
  • Ability to work independently and participate in a team environment is needed as well as excellent organizational skills.

Minimum Qualifications

  • Demonstrated ability to define large-scale problems of unusual complexity and identify solutions and recommendations for appropriate action.
  • Develop solutions and recommendations for appropriate action; to draft regulations legislation contract provisions memoranda of understanding and policy statements.
  • Work effectively with agency management state officials legislative bodies policy boards and/or other non-governmental groups.
  • Demonstrated knowledge of court/criminal justice system.

Additional Considerations

  • Considerable experience and/or training equivalent in law and other legal practices.
  • Experience in the juvenile court system.
  • Experience in a correctional setting.
