This position provides strategic leadership oversight and program management for Lake Superior Colleges facilities management public safety emergency management Clery compliance efforts serves as the Colleges Deputy Title IX Coordinator and the environmental health and occupational safety programs. This position ensures a safe and secure campus environment through effective policy development regulatory compliance collaboration with internal stakeholders and external agencies and all training related to safety and environmental issues within the college. The Director supervises departmental personnel and manages vendor relationships to support campus-wide safety initiatives. This role is critical to maintaining compliance with federal state and local regulations including the Clery Act Homeland Security requirements and all Fire Department safety requirements. This position plays a key role in the colleges commitment to equity inclusion and community engagement.
The Director of Public Safety and Facilities is the institutions primary liaison with outside law enforcement and emergency personnel at the federal state and local levels. Due to the nature of this work the person serving in this role is required to be on call and generally accessible to report to campus within a short time frame unless prior arrangements have been made.

Minimum Qualifications
Three (3) years of experience business operations continuity planning organizational risk management security/law enforcement emergency management and/or related areas. A Masters degree may substitute for 18 months of experience; Bachelors degree may substitute for one year of experience; Associates degree may substitute for six months of experience.
Experience with one or more of the following; occupational safety and environmental health managing compliance with and ensuring adherence to occupational and environmental health and safety regulations hazardous waste risk management.
Knowledge of occupational health and safety and environmental health regulations (e.g. applicable OSHA MNOSHA EPA MPCA regulations and/or NFPA standards and State of Minnesota State Fire and area building codes).
Knowledge of FEMA Clery Act National Incident Management System (NIMS) and security/law enforcement operations requirements sufficient to administer security and emergency management responsibilities.
Oral and written communication skills sufficient to develop presentations for senior staff as well as develop and conduct training on varied risk management issues/policy/practices develop and write policies and procedures programs and reports.
Demonstrated ability to work successfully with persons from diverse backgrounds and commitment to diversity and inclusion initiatives.
Preferred Qualification
Masters degree in Emergency Management Law Enforcement Public Administration Criminal Justice Environmental Health Safety Industrial Hygiene Environmental Science Safety Risk Management Safety Management Occupation Safety and Health or related field.
Supervisory experience
Demonstrated experience in environmental health and safety public safety security facilities and/or operations management in an institution of higher education.
Professional certification in one or more of the following: Associate Safety Professional (ASP) Certified Hazardous Materials Management (CHMM) certification Certified Protection Professional (CPP) Certified Emergency Manager (CEM) Minnesota Certified Emergency Manager or Crime Prevention Through Environmental Design (CPTED) or other related certifications.
Advanced Incident Command System training and related Homeland Security and FEMA course work.
Knowledge of standard law enforcement practices including rules of evidence investigation techniques and procedures citizens arrest power loss prevention techniques intrusion alarms detection surveillance systems and networking radio and communications equipment and fire alarms.
Written and oral communications skills sufficient to interview witnesses victims suspects and defuse conflicts and violent situations.
Knowledge of Data Privacy Act and Family Educational Rights and Privacy Act (FERPA).
Other Requirements
Valid Class D Drivers License.
Successful completion of motor vehicle record check (MVR) or driving record report detailing a drivers history.
Successful completion of certification in ICS 100 ICS 200 and ICS 700 Incident Command courses within 6 months of employment.
