The Senior Program Manager (SPgM) will perform as a technical and/or business leader. The SPgM will lead project teams on strategic and tactical delivery of customer facing projects in an agile government environment. The SPgM will be responsible for communication and relationship with senior level government customers. Candidates with prior relationships and experience working with federal health IT customers such as Centers for Medicare and Medicaid Services (CMS) National Institutes of Health (NIH) and Food and Drug Administration (FDA) are project management organization and communication skills are key to success in this position. Responsibilities

  • Work with customer and deliver project scope on schedule while focusing on regular and timely delivery of value; organize and lead project status and working meetings to design and delivery services and solutions.
  • Lead a wide range of IT projects with specific emphasis on AWS Cloud migration Appian another legacy applications and data modernization efforts.
  • Responsible for the overall management of the program/contract assigned including contract and subcontract management financial management and risk management.
  • Support complex implementations with other senior leaders including those from other contractors who are part of a Contractor Teaming Agreement (CTA).
  • Lead project teams to meet and exceed all project requirements including but not limited to progress reporting managing risks and issues correcting deviations from plans and planning delivery for assigned projects.
  • Support ELT and other company leadership supporting the implementation of large scale projects.
  • Assist in team development while holding teams accountable for their commitments; removing roadblocks to their work; leveraging organizational resources to improve capacity for project work; and mentoring and developing team members.
  • Support the Customer Product Owner in managing key stakeholder expectations managing stakeholder communications and implementing an effective system of project governance.
  • Define and manage a well-defined project management process and champion ongoing process improvement initiatives to implement best practices for agile project management.
  • Ensure that each team member is fully engaged in the project and making a meaningful contribution; and encourage a sustainable working pace in order to achieve the highest quality of work.
  • Implement standard project performance metrics to assess and evaluate the program delivery.
  • Responsible for monitoring the overall cost control adherence to schedules and technical quality of work and support any needed requirements reviews as needed.
  • Propose and conduct periodic discussions (both formal and informal telecom and face-to-face) with Agency stakeholders (and/or delegates) in the form of technical support meetings collaborative development sessions program reviews and design reviews as required. Ensure the appropriate pre-and post-meeting documentation is developed.
  • Manage project teams and fulfill supervisory responsibilities as required across functional teams and/or projects.
  • Lead or contribute to corporate initiatives including team-building capture and proposals and other special projects as assigned that will improve and grow the company.
  • Attend quarterly PI planning sessions in person.

Qualifications

  • US citizen or Authorized to Work and lived in the US for 3 of the last 5 years. Must be able to obtain a U.S. Federal government client badge and pass a government Public Trust.
  • Education - bachelors degree (4 years PM experience may substitute)
  • 7 years of relevant project management experience
  • A minimum of 5 years of work experience managing government contracts
  • Excellent verbal and written communication skills
  • Adaptability and flexibility to changing environment.
  • Comfortable working in a dynamic high volume fast-paced environment.
  • SAFe Agile certification required.
  • PMP certification desired
  • Security Clearance - ability to obtain Public Trust level clearance.
  • Federal government experience is required.

The salary range provided represents the estimated compensation for new hires in this position applicable across all locations. Actual offers may vary based on factors such as the candidates skills qualifications experience and market conditions.
