Position Overview

The Illinois Department of Insurance is seeking to hire a Public Service Administrator to serve as the Assistant Deputy Director of Facilities Security and Property Control. This position is responsible for organizing and implementing policies guidelines and standards of the Departments Physical Services Unit. This position will serve as liaison with building management members of other State agencies as well as with outside vendors and contractors for performing all aspects of the Departments Physical Services requirements. The position will also assist the Chief Procurement Officer with Physical Services addition to their primary duties of overseeing the Physical Services Unit the employee will provide specialized assistance to the Department with a focus on administrative services. Essential Functions

  • Serves as the Assistant Deputy Director of Facilities Security and Property Control.
  • Coordinates and manages the Departments inventory control program under the supervision of the agency Procurement Officer.
  • Serves as working supervisor.
  • Serves as the liaison with CMS and other state agencies regarding security and facilities matters.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with coursework in business or public administration facilities management or a related field.
  • Requires prior experience equivalent to three (3) years of progressively responsible professional experience in a public or business organization or in management or a related field.

Specialized Skills

  • Of the three (3) years of experience noted above requires two (2) years of experience utilizing MVP One application.
  • Of the three (3) years of experience noted above requires two (2) years of experience utilizing Systems Applications and Products (SAP) software and two (2) years of experience utilizing Asset Management Platform (AMP) software.
  • Of the three (3) years of experience noted above requires two (2) years of experience utilizing Ocularis Client security software.

Preferred Qualifications

  • Prefers at least two (2) years of experience with facilities management.
  • Prefers at least two (2) years of experience with vehicle coordinator duties.
  • Prefers at least two (2) years of experience with property control functions and agency property control requirements.
  • Prefers at least two (2) years of experience utilizing SAP and AMP asset management software.
  • Prefers at least one (1) year of experience utilizing Ocularis Client security software.
  • Prefers at least one (1) year of professional experience supervising staff.
  • Prefers experience estimating and budgeting for future needs and cost of space equipment supplies and services related to facility management.
  • Prefers at least two (2) years of experience overseeing and administering security and safety protocols including evacuation procedures 911 call response review of security footage and security ID access coordination.

Employment Conditions

  • Requires the ability to travel in the performance of duties with overnight stays as appropriate. Requires appropriate valid drivers license.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires the ability to pass a background check.

The Department of Insurance (DOI) regulates the insurance market in the State of Illinois including but not limited to licensing and educating insurance agents investigating Workers Compensation fraud and examining the operations and finances of insurance companies domiciled in the state.
