Job Summary

KBR is seeking a highly experienced Weapons Systems Analyst to serve as a forward-deployed acquisition expert within the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C) supporting the International Acquisition Directorate (IAD) under the general supervision of the Chief of Weapons Systems Branch International Acquisition and Director and Deputy International Acquisition. The employee will act as a recognized technical authority in international acquisition analysis and evaluation of assigned weapon systems focusing on Security Cooperation particularly Foreign Military Sales (FMS) and Armaments Cooperation. This role ensures holistic Research Development Test and Evaluation (RDT&E) and acquisition management while integrating exportability considerations early in the acquisition lifecycle.

Leveraging firsthand experience within Program Executive Offices (PEOs) Project Offices or acquisition programs the analyst will drive integration with Title 10 processes connect Security Cooperation with Army acquisition efforts and support efficient equipment allocation distribution and adaptive case management. The employee will provide expert guidance on cost schedule and performance while managing complex programmatic aspects of international partners weapon system procurement.

The analyst will support the Program Management Office within IAD to aid in illuminating production capacity by conducting demand and capacity analyses presenting courses of action and forecasting to inform resource allocation prioritization and strategic planning. They will support the Equipment Distribution Review Board (EDRB) by delivering rigorous analysis and recommendations to enable senior Army leadership to make rapid data-driven decisions on critical equipment allocation.

The analyst will shape Security Assistance by managing exportability planning (e.g. requirements development acquisition shaping and decision events) to ensure compliance with applicable laws Army regulations and DSCA policy and early consideration of foreign partner requirements and FMS opportunities. They will support contracting activities for international programs and support milestone reviews to align acquisition processes with foreign partner demand.

Finally the employee will maintain industry relationships and support broader IAD efforts to identify co-production and Maintenance Repair and Overhaul (MRO) opportunities with international partners enhance partner capabilities and strengthen the Defense Industrial Base (DIB).

Key Responsibilities

  • Serve as the primary internal authority on technical and programmatic details within one of the following areas:Missiles and SpaceAviation orGround Systems. Act as a subject matter expert on Army programs of record in these areas as they pertain to FMS.
  • Provide expert analysis and recommendations based on DSCA and DASA DE&C policy to PEOs/PMs to define weapon system configurations and plan Army Security Assistance Enterprise (ASAE) program execution ensuring proper consideration of technology transfer foreign disclosure weapon system demand forecasting and delivery schedules.
  • Identify and develop cooperative production/development/assemby and MRO opportunities with international partners to enhance partner capabilities and strengthen the DIB.
  • Working wIth PEOs and PMOs advise them on integrating exportability considerations early in the acquisition lifecycle to ensure seamless alignment with international requirements.
  • Connect Security Cooperation efforts with Army acquisition processes to ensure efficient equipment allocation through EDRB management and adaptive case management.
  • Provide insights into production and contractual challenges related to FMS system deliveries ensuring alignment with cost schedule and performance goals.
  • Maintain close relationships at the Action Officer (AO) level with PEOs Life Cycle Management Commands (LCMCs) Integrated Logistics Support Centers (ILSC) Security Assistance Management Directorates (SAMD) and Department of Army System Coordinators (DASCs) for coordination deconfliction and problem-solving.
  • Prepare detailed reports talking points and briefings for DASA DE&C leadership and counterpart directorates ensuring senior leaders are equipped with actionable insights.
  • Personally support engagements including travel to advise on Pre-Letter of Request (Pre-LOR) and Letter of Request (LOR) development.
  • Enhance foreign partner capabilities and modernization efforts by providing expert perspectives on Army weapon systems capabilities cost schedule and performance.

Basic Qualifications

  • Security Clearance:Must possess a current Secret-level clearance.
  • Education:Bachelors degree in a technical field is preferred.
  • Experience:At least ten (10) years of professional experience including firsthand experience working within aProgram Executive Office (PEO)or acquisition program.

Preferred Qualifications

  • Program Management:At least five (5) years of experience in DoD Program Management is preferred.
  • Preferred operational experience employing Army equipment and programs of record with technical expertise inMissiles and SpaceAviation andGround Systems. This includes but is not limited to tactical missile systems rotary-wing and fixed-wing aircraft space-based systems tactical wheeled vehicles armored vehicles power generation systems non-standard systems and capability integration.
  • Acquisition Expertise:Strong understanding of cost schedule and performance management as well as exportability integration in the acquisition lifecycle.
  • Security Cooperation Knowledge:Familiarity with the Armys Acquisition and Security Assistance Enterprise is highly encouraged.
  • Analytical Skills:Ability to identify co-production and MRO opportunities manage adaptive case policies and connect Security Cooperation efforts with Army acquisition processes.
  • Leadership Engagement:Must be comfortable engaging with senior leadership and providing expert advisement on complex programmatic challenges.
  • Collaboration:Ability to work effectively in a fast-paced environment and collaborate with diverse stakeholders including PEOs LCMCs SAMDs and DASCs.
