Position Overview

The Office of Olmstead is seeking to hire a Housing and Recovery Support Administrator to serve as policy-making official responsible for the policies and strategies which guide the operational efficiency and effectiveness of Colbert and Williams Consent Decree programs particularly those focused on housing and recovery support services. The incumbent will monitor the performance of contracted agencies related to agencies compliance with their contracts and assist other members of the program leadership team to ensure that service delivery and transition processes are seamless for Class Members and Front Door Diversion consumers.

Essential Functions

  • Serves as Housing and Recovery Support Administrator for the Colbert and Williams Consent Decrees.
  • Organizes plans executes controls and evaluates ongoing recovery support and housing activities related to the Colbert and Williams Consent Decrees.
  • Serves as spokesperson on behalf of the Office of Olmstead and the Consent Decree Administrator(s) with delegated authority to commit the Agency to specific courses of action relative to housing and recovery support services.
  • Manages cost and provides input into the development of annual budget projects and monitors program expenditures for completion of the transition to ensure compliance.
  • Serves as full-line supervisor.
  • Reviews and analyzes course of action to determine the most effective strategic efficient and logic of the mitigation plans and development.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to the completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in housing services behavioral health recovery support or related human services administration in a health or human services organization.

Preferred Qualifications

  • Four (4) years of professional experience in developing and implementing policies processes and strategies which guide the operational efficiency and effectiveness of vendors administering housing and recovery support programs.
  • Four (4) years of professional supervisory experience in managing personnel assigning work providing guidance to subordinates recommending and/or implementing counseling and/or discipline activities and training staff.
  • Four (4) years of professional experience working with U.S. Department of Housing and Urban Development (HUD) Continuum of Care processes and/or other federal and state housing programs and initiatives to meet consumer housing service needs.
  • Four (4) years of professional experience communicating with diverse stakeholders both orally and in writing including ability to prepare reports develop policies and written procedural guidelines and presentations for diverse stakeholders including ability to facilitate productive discussions and workgroups to support strategic planning for housing management and oversight of housing and other Consent Decree programs.
  • Three (3) years of professional experience with state and federal statutes and regulations related to affordable or accessible housing for people with disabilities and/or behavioral health needs.
  • Three (3) years of professional experience with grant management budgeting including financial costs and trends and contract execution.

Conditions of Employment

  • Requires the ability to obtain SOAR (SSI/SSDI Outreach Access and Recovery) certification within 120 days of hire.
  • Requires the ability to travel in the performance of job duties.
  • Requires basic proficiency in business and presentation software applications such as Microsoft Office Suite.
