THE TEAM

The Construction Management Division is one of the six divisions of the Engineering Bureau. It is responsible for managing and delivering the Ports Capital Improvement Program (CIP) ensuring that critical projectsfrom terminal upgrades and infrastructure improvements to environmental sustainability initiativesare completed on time and within budget. Within the Construction Management Division the Administration team manages essential administrative functions during the life of a project from pre-construction to closeout including procurement and contract administration operational budget accounts payable grant compliance labor compliance and project labor agreement administration. The Officer will play a key role in supporting the successful execution of the CIP specifically in ensuring the Ports compliance with federal and state prevailing wage laws and PLA administration.


THE ROLE

The Construction Management Division is seeking a collaborative and strategic leader to serve as Labor Compliance Officer. Under the guidance of the Manager of Labor Compliance Administration the Officer plays a critical role in ensuring contractor compliance with federal and state prevailing wage laws and apprenticeship requirements on public works projects. The Officer provides strategic leadership and oversight of the Ports Labor Compliance (LC) and Project Labor Agreement (PLA) team. This role is responsible for the day-to-day operations of the team including planning and execution of policies and programs related to prevailing wage laws and PLA agreements as well as leading outreach education and community engagement initiatives. The Labor Compliance Officer regularly prepares and presents reports metrics and high-quality documents to senior leadership and the Board of Harbor Commissioners while also identifying opportunities for process improvement. A key part of this role involves supervising and mentoring staff supporting career development and fostering strong collaboration with internal divisions contractors tenants and external agencies throughout all project phases. The Officer also serves as a central point of contact for inquiries and communications related to labor compliance and performs special projects as assigned.

EXAMPLES OF DUTIES

HOW YOU GET TO CONTRIBUTE:

  • Provides leadership and management of the Ports Labor Compliance Program (LCP) and Project Labor Agreement (PLA) team to ensure compliance with local state and federal regulations.
  • Oversees the planning and implementation of LC/PLA principles policies and programs related to prevailing wage statutes and PLA agreements.
  • Develops and coordinates outreach education and community engagement including Port participation in industry networking events meetings conferences and other events related to LC/PLA.
  • Prepare and present regular reports and metrics to senior leadership on the status of LC/PLA related efforts.
  • Identify areas for process improvement and make recommendations to the division leadership.
  • Prepare effective high-quality documents and ensure that required reports correspondence and Board materials are submitted on time.
  • Prepare presentations to the Board of Harbor Commissioners.
  • Train and mentor staff; provide leadership concerning career development.
  • Coordinates collaborates and interacts regularly with internal Port divisions Port tenants and outside agencies during the investigation planning design and construction of projects and programs.
  • Provides prompt responses to inquiries related to labor compliance and project labor agreements.
  • Communicates and/or corresponds with internal Port employees and divisions terminal operators outside agencies external consultants and the public via email phone or in-person.
  • Performs special projects and other duties as directed.

REQUIREMENTS TO FILE

EDUCATION KNOWLEDGE & EXPERIENCE:

  • A Bachelors Degree from an accredited college or university in Business or Public Administration Political Science Public Relations Public Policy Labor Relations Communications or a closely related field
  • Minimum of three years of professional experience in labor compliance prevailing wage enforcement project labor agreement administration or related public works oversight with progressively responsible duties that align with the role.
  • Minimum of two years of experience supervising staff is required.
  • Required to occasionally work nights weekends and extended hours for outreach purposes.


TECHNICAL SKILLS NEEDED:

  • In-depth knowledge of public works contracts local state and federal labor laws including prevailing wage statutes and familiarity with Project Labor Agreement (PLA) requirements.
  • Experience managing and ensuring compliance with labor regulations and policies including enforcement and auditing procedures.
  • ProgramDevelopment & Implementation: Proven ability to develop implement and oversee labor compliance programs and PLA principles within a large organizational or public agency setting.
  • DataAnalysis & Reporting: Strong skills in preparing analyzing and presenting reports compliance metrics and performance data to senior leadership and governing bodies.
  • DocumentPreparation & Communication: Expertise in drafting clear concise and high-quality compliance documents reports correspondence and board materials.
  • PresentationSkills: Ability to prepare and deliver effective presentations to boards stakeholders and community groups.
  • StaffTraining & Leadership: Experience training mentoring and developing staff including leadership in career development and performance management.
  • Ability to collaborate and coordinate multiple projects.
  • Skilled in managing inquiries and communications related to labor compliance issues via email phone and in-person meetings with diverse stakeholders.
  • Ability to identify process inefficiencies recommend improvements and lead implementation efforts to enhance compliance program effectiveness.
  • Experience managing special assignments and projects related to labor compliance or organizational initiatives.
  • Must be able to represent the Port effectively and professionally in public settings and on various issues
  • Proficiency with relevant software tools such as Microsoft Office Suite (Word Excel PowerPoint) compliance tracking systems project management software and data reporting platforms.
  • Must be able to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment.


DESIRABLE:

  • Workforce development experience preferred.
  • Knowledge of equipment and tools used in construction projects preferred.
  • Spanish speaking is highly desirable but not required.
  • Three to five years of progressively complex work experience in labor compliance PLA administration and customer service/communications with high level personnel preferred.
