Job Description:

The Lastinger Center for Learning seeks a highly organized proactive and knowledgeable Data Privacy and Compliance Manager to serve as the Centers lead Data Steward. This role will establish manage and mature the Centers data governance framework with a specific focus on supporting our academic research teams. The successful candidate will be responsible for ensuring data quality and integrity developing and overseeing data access and sharing protocols championing data privacy best practices ensuring compliance with relevant regulations (e.g. FERPA IRB requirements funder mandates) and coordinating the Centers Data Stewardship Committee. This individual will be instrumental in fostering a data-driven culture that prioritizes ethical data handling security and utility for research and innovation. This position is time-limited and soft-funded.

The University of Florida Lastinger Center for Learnings mission is to improve the quality of teaching learning and childcare. We research develop and scale educational innovations for adults and children that put all learners on trajectories for lifelong success. Specifically the Center targets kindergarten readiness 3rd grade reading proficiency and algebra proficiency as critical milestones in childrens educational trajectory that are predictive of success in school and life. The Center works at the nexus of research practice and policy to develop sustainable systems that leverage educational technologies and improve the implementation of research-based practices. Responsibilities include but are not limited to:

Data Stewardship and Governance Leadership (Lead Data Steward)
  • Serve as the primary point of contact and authority for data governance and stewardship for the Centers academic research data.
  • Develop implement and maintain Center-wide data governance policies standards and procedures in collaboration with stakeholders.
  • Champion data quality and integrity initiatives; develop and implement frameworks for data quality assessment monitoring and remediation.
  • Define and document data definitions metadata standards and data lineage for key research datasets.
  • Promote data literacy and best practices in data management among research teams and Center staff.
  • Write and revise SOPs and policies for Assistant Director approval.
Data Privacy and Compliance Management
  • Develop implement and enforce policies and procedures to ensure compliance with relevant data privacy regulations (e.g. FERPA HIPAA if applicable GDPR if applicable state laws) and University policies.
  • Stay abreast of evolving data privacy laws regulations and industry best practices and advise Center leadership on their implications.
  • Conduct regular data privacy impact assessments (PIAs) and risk assessments for new and existing data processing activities.
  • Oversee data security measures in collaboration with IT staff ensuring appropriate technical and organizational safeguards are in place to protect sensitive data.
  • Develop and deliver data privacy and security training and awareness programs for Center staff and researchers.
  • Serve as the primary point of contact for data privacy-related inquiries and incidents.
  • Independently evaluate complex compliance concerns.
Data Access and Request Management
  • Design implement and manage a transparent and efficient approval process for internal and external data requests ensuring compliance with privacy ethical and legal requirements.
  • Maintain comprehensive documentation of data sharing agreements data use agreements and data access approvals.
  • Work closely with researchers to understand their data needs and guide them through the data request and access process.
Data Stewardship Committee Coordination
  • Establish coordinate and facilitate the Lastinger Centers Data Stewardship Committee.
  • Develop agendas prepare materials and document minutes and action items for committee meetings.
  • Drive the committees work in setting data priorities resolving data-related issues and promoting good data governance practices.
Collaboration and Communication
  • Liaise with University of Florida central offices (e.g. UF IRB UF Privacy Office UFIT Office of Research) to ensure alignment with university-wide policies and procedures.
  • Collaborate effectively with academic research teams program staff IT personnel and external partners on all data-related matters.
  • Prepare reports and presentations on data governance privacy and compliance activities for Center leadership and stakeholders.

Required Qualifications:

Bachelors degree in an appropriate area and four years of experience in appropriate area; or an equivalent combination of education and experience. Masters degree preferred.

Preferred:
  • Bachelors degree in Data Management Information Systems Computer Science Law Public Policy Research Administration or a related field.
  • Minimum of 5-7 years of experience in data governance data management data privacy or compliance roles preferably within an academic research or non-profit environment.
  • Demonstrated knowledge of data privacy laws and regulations (FERPA is essential; familiarity with HIPAA GDPR and other relevant regulations is desirable).
  • Proven experience in developing and implementing data governance policies procedures and data quality frameworks.
  • Experience with data stewardship principles and practices.
  • Strong understanding of data lifecycle management data security principles and risk assessment methodologies.
  • Excellent analytical problem-solving and decision-making skills.
  • Exceptional communication (written and verbal) interpersonal and presentation skills with the ability to explain complex concepts to diverse audiences.
  • Ability to work independently manage multiple priorities and drive projects to completion.
  • High level of integrity and ethical judgment.
  • Masters degree in a relevant field.
  • Professional certifications such as CIPP/US (Certified Information Privacy Professional) CIPM (Certified Information Privacy Manager) CDMP (Certified Data Management Professional) or similar.
  • Experience working directly with academic research teams and understanding their data needs and challenges.
  • Familiarity with Institutional Review Board (IRB) processes and human subjects research protections.
  • Experience in higher education or a large complex organization.
  • Experience facilitating committees or working groups.
  • Familiarity with data management and analysis tools.
