Job Summary:

The Department of University Police & Public Safety at SUNY Downstate Health Sciences University is seeking a full-time Inspector for Training and Crime Analysis / Staff Associate.

The Inspector for Training and Crime Analysis is a key member of the University Police Departments Command Staff. This position provides managerial and operational support to the Chief and Assistant Chief of Police and assumes supervision of Patrol and Administrative staff in their absence.

The Inspector plays a vital role in ensuring departmental compliance with state federal and university regulations oversees training and accreditation programs supervises investigative operations and promotes campus safety through data-driven crime analysis and prevention initiatives.

Key Responsibilities

  • Serve as the Departments Training Coordinator overseeing all aspects of training for sworn and non-sworn staff.
  • Ensure compliance with New York State Department of Criminal Justice Services (NYS DCJS) and Municipal Police Training Council (MPTC) requirements.
  • Coordinate and schedule in-house and external training sessions while maintaining adequate patrol coverage.
  • Manage active shooter training for University Police and the campus community.
  • Review and summarize orders and directives for staff; prepare and distribute law bulletins on legal updates.
  • Conduct quarterly firearms audits.
  • Develop and maintain lesson plans and training records.
  • Identify and address departmental training needs in collaboration with the Chiefs.
  • Review all police reports to ensure proper incident and crime classification.
  • Ensure compliance with Jeanne Clery Act and Uniform Crime Reporting (UCR) standards.
  • Monitor compliance with University initiatives including:
    • Workplace Violence Program
    • Domestic Violence Awareness Program
    • Violence Against Women Initiatives
  • Analyze crime trends on and around campus and recommend staffing or policy adjustments.
  • Supervise the University Police Investigations Unit including the development of goals objectives and evaluation of programs.
  • Oversee investigations of crimes and incidents using all available investigative techniques (e.g. surveillance interviews evidence collection).
  • Direct and review the work of University Police Investigators and assigned staff.
  • Conduct or oversee background investigations for prospective employees.
  • Maintain relationships with internal and external law enforcement agencies district attorneys and local precincts.
  • Foster positive cooperative relationships with faculty staff students and community partners.
  • Serve as the departments Terminal Agency Coordinator (TAC) for DCJS and EJustice systems.
  • Serve as the departments Integrity Control Officer working with Labor Relations on disciplinary matters time and attendance monitoring and related issues.
  • Collaborate with the Chiefs to develop update and implement policies in accordance with:
    • Hospital and campus policies
    • SUNY policies
    • NYS Penal Law
    • Division of Criminal Justice Services regulations
  • Oversee the onboarding scheduling and supervision of all contracted security personnel.
  • Coordinate with Human Resources Employee Health and Compliance during the onboarding process.
  • Review and approve security vendor invoices to ensure billing accuracy.
  • Adjust contracted security staffing based on operational needs and demand.
  • Support recruitment efforts including tracking civil service canvass responses scheduling interviews and agility tests and coordinating onboarding with HR.
  • Assist Administrative staff with:
    • Patrol staff timesheets and attendance monitoring
    • Bi-weekly payroll and overtime reporting
    • Employee health screenings and performance evaluation tracking
    • Special parking requests coordination
  • Oversee the University Police Active Shooter Program ensuring all personnel meet training and certification standards.
  • Manage the purchase maintenance and security of weapons and equipment related to the program.
  • Research and schedule advanced training opportunities as appropriate.
  • Represent the department at campus meetings committees and orientation programs.
  • Maintain up-to-date staff training and certification records and share updates with department leadership.
  • Promote cooperative relationships within the University community and external agencies.
  • Perform additional duties and projects as assigned in alignment with department mission and rank responsibilities.

Required Qualifications:

  • Bachelors Degree and two years of full time directly related experience.
    • In lieu of a degree four (4) years of full time directly related progressively responsible operational experience including two years of supervisory experience or equivalent. A combination of higher education and experience totaling four years may be considered.
  • Graduate of a certified New York State Police Academy or currently a certified DCJS police officer.
  • Must have and maintain an appropriate valid New York State Drivers License; must have a motor vehicle record which is free from major violations or a pattern of repeat violations.
  • Must be registered and maintain the ability to carry a firearm in the State of New York.
  • Must have served as an Integrity Control Officer in a certified municipal police department or have relevant experience.
  • Due to the unique environment of an academic medical center having at least two years of experience supervising a large patrol staff of 50 officers on the campus of an academic medical center is essential for this position including working with students staff faculty patients and the public.
  • Must be proficient with New York State Penal Law and the provisions of the Jean Clery Act.

Preferred Qualifications:

  • 8 years of experience as an NYPD Police Officer or higher rank
    • or 4 years as a New York State University Police Officer.
  • Familiarity with the operations of a higher educational institution.
  • Working knowledge of the New York State Civil Service recruitment process.

Work Schedule:

Variable Days; Variable Hours(Full-Time)

*(Given that the department operates 24 hours a day 7 days a week days and hours will be variable to accommodate the needs and situations that arise.)
