DUTY STATION (City Country): Rome Italy


DURATION: Until 31.12.2025 or 30.06.2025 with possibility of extension to 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The CFO Office (CFOO) plays a crucial role in supporting the CFOs strategic initiatives and ensuring seamless coordination across the CFO Division. The CFOO engages with Directors Chiefs and key counterparts to foster collaboration and integrate a comprehensive organizational perspective on planning budget finance governance communication and performance best practices ensuring alignment with the CFOs mandate and corporate priorities. The CFOO also coordinates external interactions with the UN System the Executive Board Advisory and Oversight Bodies and engages with member states and donors.
The Budget Officer position is essential for budget planning fund monitoring and management performance reporting integral to the CFO Division.


ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Senior Strategic Coordinator the Consultant will have responsibilities as outlined below:

1. Budget Planning and Management
Lead the coordination and preparation of the Management Plan budget exercise ensuring seamless integration and consolidating the input of CFO services across the division.
Provide guidance and oversight for the Divisions Annual Performance Planning process encompassing all phases including planning mid-year review and final review.
Monitor resource allocation and fund utilization providing analysis to services and branches to support Directors in making informed decisions. This will optimize resource distribution enhance operational efficiency while adhere to established standards and processes.
Act as the focal point for performance review and project budget analysis consistently tracking project outcomes against key performance indicators (KPIs). Ensure adherence to relevant policies and guidelines while providing strategic insights to optimize resource allocation and efficiency.
Review submitted funding proposals and offer recommendations for refining project plans budget forecasts and functional work plans ensuring that they align with WFPs policies standards and overarching strategic objectives.

Consult CFO project managers and guide branches focal points in effective budget management fostering a results-oriented approach to linking resources with measurable outcomes.
Deliver quarterly budget status updates and reports to CFO and Service Directors highlighting key financial insights and trends.
Advise budgetary adjustments for optimal resource utilization coordinating inputs from various units and providing regular feedback to main stakeholders.
Corporate Critical Initiatives (CCI) coordination in terms of quarterly reports and budget monitoring.
Oversee the CFO Divisional Risk Register Oversight recommendations and be the alternate for EDA exercise.
Proactively identify surface and resolve any issues in a timely manner ensuring the divisions goals are met.

2. Funds Performance Management and Reporting
Advise services and spending units on programming requests and the utilization of funds (appropriateness timelines accuracy etc.) while proactively engaging managers to implement recommendations and possible corrective actions that enable reporting against original budgets and approved funding proposals.
Monitor ongoing performance against budget through various analyses and provide sound advice on budgetary adjustments as necessary to budget owners for optimal resource utilization and in adherence to available guidance and policies.

3. Leadership
Supervise and provide integrated leadership guidance and operational oversight to the HR CFO Divisional focal points to ensure strategic alignment between budget planning workforce planning HR administration and talent management.
Develop and document internal business processes Standard Operating Procedures (SOPs) and training packages on resource management matters.
Guide the branches focal points coaching and providing/delivering training to build capacity and increase expected level of support acting as point of referral on complex analysis and queries.

4. Other
Coordinate data analysis efforts and innovatively develop reports to meet varying requirements and enable informed decision-making. This includes the coordination and compilation of divisional and corporate reports ensuring accuracy quality and consistency of information presented to senior management and external stakeholders.
Identify opportunities to develop and improve systems techniques tools processes and procedures to better monitor manage and report on WFP budgets and resources.
Represent the division at internal meetings/committees/working groups as required to obtain and provide information from a budget and resource programming perspective.
Perform other relevant duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
An advanced degree in Business Administration Statistics Finance Economics or equivalent is required.

Experience:
Minimum 5 years of professional experience.

Familiarity with the UN system and/or Best Practices in Financial Management and Business Operations Support (administration HR Audit etc.) would be a strong asset.
Broader experience required in performance planning project management development of learning contents support with senior level management. Experience in cross-functional collaboration building partnership/collaboration.

Knowledge & Skills:

Proven ability to proactively approach problem solving and generate ideas for optimal team outcomes amidst operational challenges and resource constraints.
Adequate experience in working across functions to address identified resource management issues and gaps and influence Country/Regional Directors to make required decisions.
In-depth knowledge of a programmes operational requirements and how those translate into resource management requirements enabling the proposition of recommendations for improvement in a proactive rather than reactive manner.
Exhibit specialized knowledge in improving business planning processes and promoting Value-for-Money principles in accordance with WFP policies and strategic mission as well as national priorities.
Intermediate knowledge of another official UN language (Arabic Chinese French Russian and Spanish) or Portuguese (one of WFPs working languages). Members of the FIT Pool once selected for a position will have 2 years to reach the level B in a second UN language.

Languages:
Fluency (level C) in English language. Knowledge of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese will be an advantage.

Working Arrangements:
Eligible for occasional telecommuting as defined in the WFP Human Resources Manual Chapter V Sections 7.8
