SUMMARY:
This position entails administrative work involving long range planning contract and construction management the development of physical facilities and the management and coordination of the maintenance of buildings (approximately 1 million square feet) and grounds of all school owned properties. The incumbent acts as the administrative liaison to senior leadership for all items related to the maintenance of school board facilities and any related construction. The incumbent should demonstrate knowledge of practical theoretical regulatory and operational aspects that govern construction facilities maintenance and custodial operations.
ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following. Other duties may be assigned.
The minimum performance expectations include but are not limited to the following functions/tasks:
Directs personnel in providing a program of preventive maintenance and repair of buildings and equipment including work orders work order priorities and inspection of work completed;
Assists the Division Superintendent in developing budgets for all operations and maintenance of school facilities including capital improvements;
Manages the execution of an annual operating budget and oversees a portfolio of capital projects in excess of $5 million annually.
Develops specifications solicits bids and analyzes submissions for operations and services department which include reroofing custodial supplies pest control equipment paving fuel oil etc.;
Secures and supervises all maintenance services performed by outside organizations;
Inspects schools and works with building administrators in areas of maintenance and operation of school facilities;
Establishes work order priorities in school operation and maintenance;
Supervises work and evaluates performance of maintenance personnel;
Assists the Division Superintendent to formulate and recommend policies procedures and standards and practices to be followed in maintenance and operation of facilities;
Assures school division compliance with the Asbestos Hazard Emergency Response Act (AHERA);
Assures compliance with all state and federal regulations regarding the building and fiscal plant operation including compliance with Virginia Department of Health (VDH) Americans with Disabilities Act (ADA) Near Field Communication(NFC) local state and federal codes;
Assumes responsibility for reviewing applications interviewing and making recommendations to the Director of Human Resources for staffing of maintenance workers;
Assists building administrators in the joint supervision of school custodial staff;
Attends School Board Meetings and prepares reports as requested by the Division Superintendent;
Takes all necessary and reasonable precautions to protect students equipment materials and facilities;
Complies with and supports school and division regulations and policies;
Models non-discriminatory practices in all activities;
Performs related duties as assigned by the Assistant Superintendent of Student Services and Operations in accordance with the school/system policies and practices.
Other duties as assigned by the division superintendent.
SUPERVISORY RESPONSIBILITIES:
Responsible for the supervision and evaluation of all maintenance workers.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge skill and/or ability required. Five to ten years experience in the maintenance and/or construction field with supervision and management experience required.
Experience or responsibilities in the following areas is preferred: inventory control cost accounting budgeting and record keeping
EDUCATION and/or EXPERIENCE
Graduate of an accredited college or university with bachelors degree preferred; preferably in engineering construction or project management. Candidate must demonstrate successful experience in the area of construction supervision and evidence of multi-craft knowledge and proficiency in a variety of the building construction trades.
TERMS OF EMPLOYMENT:
Administrative salary scale-Grade 1 260 days per year. On call as needed by the Superintendent.
