Job Description

ABOUT THE POSITION


The County of Riverside seeks candidates to fill positions through Riverside County. A list of eligible candidates will be established to fill current and future vacancies.


The County of Riverside Transportation Department has an opportunity for a Traffic Sign Data Collection Technician (Engineering Aide/Engineering Technician I/II) in the Traffic Operations Division.

The selected candidate will support Riverside Countys Traffic Operations Division by identifying traffic signs in need of repair maintenance or replacement and by assisting in the ongoing update of the Countys sign inventory and asset lifecycle planning. The Traffic Sign Data Collection Technician will conduct detailed field inspections record accurate geographic coordinates of traffic control signs using GPS tools and utilize retroreflectometer equipment to measure sign retroreflectivity in compliance with Manual on Uniform Traffic Control Devices (MUTC)D standards. The incumbent must be proficient in interpreting engineering blueprints and installation drawings and possess strong technical writing skills to produce clear comprehensive reports documenting field activities. This role requires independence reliability and flexibility including the ability to travel throughout the County occasionally stay overnight and work weekends as needed and perform other duties as assigned to support the departments goals and operations.

Competitive candidates will possess:

- Prior work experience in traffic sign installation and maintenance.
- Experience in field inspections and detailed inventories of traffic signs.
- Proficiency in using retro reflectometer equipment to measure sign retro reflectivity and ensureManual on Uniform Traffic Control Devices (MUTCD) compliance.
- Experience with BI alerts (Business Intelligence alerts) is a plus.
- Ability to read and interpret engineering blueprints sign plans and installation drawings.
- Strong report writing skills to prepare clear and comprehensive field activity summaries.
- Ability to work independently and manage time effectively in a field environment.

The Engineering Technician II is distinguished from the Engineering Technician I in that the former is the fully qualified journey level in the series

The Engineering Technician I is a natural progression underfill for the Engineering Technician II. Incumbents are eligible to promote to Engineering Technician I upon successful completion of their probationary period which would include a satisfactory performance evaluation and any additional qualification requirements.

The Engineering Aide is a natural progression underfill for the Engineering Technician I. Incumbents are eligible to promote to Engineering Technician I upon successful completion of their probationary period which would include a satisfactory performance evaluation and any additional qualification requirements.

The level at which the position will be filled is at the Departments discretion and contingent on the candidates experience and qualifications.


Meet The Team!
The Transportation Department is responsible for planning designing funding building operating and maintaining all roads bridges and transportation facilities within the unincorporated County territory.



EXAMPLES OF ESSENTIAL DUTIES

TRANSPORTATION:

Perform field inspections and detailed inventories of traffic signs.
Collect and record geospatial data (latitude/longitude) using GPS equipment and mobile data collection software or devices.
Documenting sign type dimensions support structure condition orientation and visibility.
Photographing signs and recording location specific notes for future maintenance.
Use retro reflectometer equipment to measure sign retro reflectivity and ensure compliance with MUTCD (Manual on Uniform Traffic Control Devices) standards.
Read and interpret engineering blueprints sign plans and installation drawings to verify field installation accuracy.
Flag signs needing repair maintenance or replacement and coordinate with field maintenance teams.
Assist in updating the Countys sign inventory and contributing to asset lifecycle forecasting and budgeting.
Enter collected field data into GIS-based platforms or databases with accuracy. Prepare detailed daily weekly and project-based reports summarizing field activities and data collected.
Investigate and make reports and recommendations on high accident locations and other sites; coordinate traffic census programs; collect interpret record and make graphical presentations from information gathered in traffic transportation and other studies and surveys
Perform other duties as assigned to support the departments goals and operations.

SURVEYING:

Set up and maintain filing and indexing systems for road record documents maps transportation data and other engineering record materials.
Make computations and record readings; check and prepare field notes.

MINIMUM QUALIFICATIONS

Engineering Technician II
$32.07 - $45.00 Hourly
$66698.27 - $93598.61 Annually

OPTION I
Experience: Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying soils erosion soils testing blueprint reading mathematics computer graphics or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II

Education: Graduation from an accredited college or university with a bachelors degree in surveying engineering or civil engineering.

OPTION III
Experience: Three years of sub-professional civil engineering experience. (A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.)

Engineering Technician I
$25.77 - $40.48 Hourly
$53602.96 - $84195.70 Annually

OPTION I

Experience: Two years of sub-professional civil engineering experience. Certificate: Valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of sub-professional engineering experience.

Engineering Aide:
$21.89 - $31.07 Hourly
$45534.22 - $64616.47 Annually

Knowledge of: Algebra Geometry Photoshop and Software Design as they apply to engineering principles and practices and methods of construction and problem-solving.

Ability to: Learn the techniques and practices involved in assigned sub-professional engineering work; perform mathematical computations; keep clear and accurate notes; perform simple drafting; understand and follow oral and written directions; work cooperatively with others.

ALL OPTIONS

License:Possession of a valid California drivers license Class C is required at the time of application to travel throughout the County.

Environmental/Physical Requirements:The Traffic Sign Data Collection Technician role involves extensive physical activity. The technician is required to lift tools and equipment weighing up to 30 pounds frequently climb ladders and use bucket trucks or lifts to inspect signs at heights. The job also requires walking long distances over varied terrain including remote areas in all weather conditions such as extreme heat rain wind and cold. Tasks include kneeling bending standing frequently using hand tools climbing and operating GPS devices. This position requires working in extreme weather conditions and on uneven terrain.

For those positions designated by the Department of Transportation (DOT) as safety-sensitive applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required. Applicants must submit a Department of Motor Vehicles (DMV) driving record prior to hire.

Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random reasonable suspicion/cause return-to-duty and post-accident.

Knowledge of: Mathematics including algebra geometry and trigonometry; the basic practices of engineering design and construction traffic control and land surveying; manual and automated drafting techniques; field and office procedures relating to hydrography; procedures related to construction inspection.

Ability to:Read and interpret legal descriptions engineering drawings survey notes and tract descriptions; assist in the preparation of designs plans estimates reports and specifications; collect and analyze traffic transportation hydrologic and other data and prepare reports interpretations and recommendations; compile and enter data into computer system for computer aided mapping; perform survey field work inspect public works projects and subdivision tracts; maintain effective relations with others.
