8 Required Progressive experience in a Business Architect role or similar strategic capacity with a strong emphasis on enterprise-level initiatives.

8 Required Excellent written and verbal communication presentation and interpersonal skills with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels.

8 Required Bachelors degree in Business Administration Information Technology Computer Science or a related field. Masters degree preferred.
8 Required Demonstrated ability to work successfully with technical and non-technical groups on complex business problems analyzing and evaluating current business methods and procedures for improvements including exhibiting strong oral and written communications
8 Preferred Strong preference for direct hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g. Medicaid SNAP TANF CHIP). This includes a deep understanding of federal regulations state-specific policy nuances
8 Preferred Experience working within a government or public sector environment.
8 Preferred Relevant certifications such as Certified Business Analysis Professional (CBAP) TOGAF BPMN Lean Six Sigma Green or Black Belt.
8 Preferred Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
3 Preferred Working knowledge of eligibility rules for SNAP Medicaid and TANF programs with experience interpreting and applying state and federal guidelines.
3 Preferred Proven experience interpreting and applying policy within an integrated eligibility case management system.

Job Description:
The ideal candidate will possess deep expertise in business architecture a proven track record in large-scale digital change and an intimate understanding of the MITA framework.

Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.

Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes identify inefficiencies bottlenecks and pain points and design optimized streamlined future-state processes. Lead efforts to implement reengineered processes ensuring smooth transitions and measurable improvements in efficiency cost-effectiveness and service quality.

Strategic Business Modeling: Develop and maintain robust business architecture artifacts including current and future state business process models (using BPMN) data models capability models value streams and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.

Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership business units IT teams and external partners to elicit analyze and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.

Bridge Business & IT: Act as a critical liaison ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.
