Job Summary

Performs mid-level moderately complex work. Work involves performing a variety of tasks associated with planning and development commercial and residential permitting through the Development Services Department including extensive customer service in person on the phone and in email correspondence and performing a significant amount of data entry. Works under minimal supervision with moderate latitude for the use of initiative and independent judgement.

Essential Duties & Required Qualifications

  • Greets the public in person and on the telephone provides general information regarding development services licenses permits building codes and development codes answers questions receives a variety of routine problems and complaints and directs them to the appropriate departments and staff.
  • Conducts completeness review of all applications and facilitates the submittal process by assessing scope of project and relevant requirements; educates customers regarding necessary applications and general code compliance of proposed projects.
  • Assists in completing applications by explaining requirements; assists and interacts with professionals permit expediters contractors and the public and other department representatives in matters relating to thecityrequirements and status of submitted projects.
  • Maintains and manages department files records and documents electronically and/orpaper.
  • Rejects in completeapplications.
  • Receives enters and updates all applications into department tracking software.
  • Reports inspection clearances with the appropriate utility companies.
  • Notarizes documents for the public city officials andemployees.
  • Coordinateswithpermitsoftwareliaisonsinthecreationandupdatingofdepartmentalreports.
  • Processes payment batches accurately and reconciles daily deposit.
  • Processes refunds accurately.
  • Cross trains with other Development Services Technicians to assist the public with planning zoning development residential and/or commercial permitting matters. This may include but not be limited to receives and processes applications conducts completeness review for all applications and facilitates the submittal process assigns reviews to staff sends corrections letters and assists applicants with uploading revised documents invoices applicants accepts payments in person and online and issue permits and certificate of occupancies.
  • Processes and issues various permits by verifying projects have obtained all necessary approvals; verifies professional and contractors licenses are current and active and log pertinent information.
  • Collectsandassemblesdataandbackgroundmaterialsforreportsandspecialprojects.
  • Verifies that final inspections have completed and documentation obtained; prepares Certificate of Occupancy for signatures.
  • Performs other duties as assigned.

Required Education and Experience

  • High school graduate or its equivalent.
  • Minimum of two years of full-time work experience involving public contact in an office setting.


Required Certificate and Licenses
  • Must obtain Permit Technicians certification through the International Code Council (ICC) within one year from the date of hire.


Preferred Qualifications
  • Experience working for a government entity such as a City County or a State agency.
  • Associate degree from an accredited college or university or technical school in a related field.
  • Three years or more of full time work experience involving public contact in an office setting.
  • Experience in development processes and development/permitting software.
  • Cash handling experience

Knowledge Skills & Abilities

  • Basic knowledge of building and city codes. City government organization functions policies rules and regulations.
  • Ability to follow office procedures methods and operate equipment including computers and applicable software applications such as word processing spreadsheets and databases.
  • Ability to establish working relationships with all levels of management City Officials co-workers and the public; meet deadlines and perform multiple tasks accurately; organize and prioritize; be detail oriented; and possess excellent customer service skills and phone etiquette.
  • Ability to communicate effectively both verbally and in writing; and follow detailed verbal and written instruction.
  • Knowledge of principles and procedures of record keeping and filing. Maintain records and files with precision and accuracy.
  • Knowledgeofbuildingcodesandbuildinginspectionprocessandprocedures.
  • Knowledge of construction drawings plans drafting symbols customs and techniques. Knowledge of applicable local state and federal codes regulations and requirements.
  • Knowledge of records management and the Public Information Act (PIA)requirements.
  • Prepare correspondence neatly and professionally.
  • Type or enter data at a speed necessary for successful job performance.
  • Work independently in the absence ofsupervision.
  • Be able to read comprehend and communicate departmental processes and policies.
  • Basic mathematics in order to calculate fees. Be able to calculate work hours and sufficient math to complete reports and basic bookkeeping skills.
  • Maintain appropriate necessary certifications.
  • Knowledge of cash handling and reconciling daily deposit.

While performing the duties of this job the employee is regularly required to stand; walk; sit; use hands to finger handle or feel; reach with hands and arms; climb or balance; stoop kneel crouch or crawl; talk or hear and taste or smell. Specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and ability to adjust focus. Must be able to lift or move 10 lbs.
