GENERAL PURPOSE:
Under general direction manages administers and leads capital projects and actual design and construction in assigned area of responsibility within the Capital Delivery Department; ensures that projects are constructed within time and budget constraints and in full compliance with ST local state and federal policies procedures rules and regulations; organizes and leads project teams through project initiation and implementation; develops and manages project specific scopes schedules and budgets; interfaces and works cooperatively with other Agency departments to implement and support Agency wide programs and to obtain consensus and approvals related to project or task; ensures payments to contractors are proper and timely and change management of costs is proper and well documented; manages consultants and Washington State Department of Transportation (WSDOT) teams involved with the administration of the contracts; provides for the proper staffing of assigned projects; and represents the Agency on a local and regional level to inform and educate the public on current and future regional transit projects.

MINIMUM QUALIFICATIONS:
Education and Experience:Bachelors degree in Engineering Architecture Construction Management or closely related field. Four years of experience managing construction projects or architecture/engineering design work and construction administration involving claims avoidance and resolution procurement/contracts management and design work and construction administration that includes two years of leading or supervising small to mid-size projects and reading construction plans and specifications preferably in a public sector transit related organization; Or an equivalent combination of education and experience.
