What Youll Do

Operate maintain and advance the Y-12 meteorological monitoring program to ensure appropriate meteorological data and information is available to Y-12 Emergency Management organization Executive Leadership Team (ELT) and Y-12 Meteorology Program customers.

Work with the team and/or individually with day-to-day responsibilities that ensure adherence to all DOE O 151.1D/151.1E meteorology requirements in preparation for prompt response to any emergency involving Y-12 facilities. Maintains all meteorological equipment and systems to assure readiness to respond promptly efficiently and effectively to any emergency or weather-related event involving Y-12 facilities activities or operations.

Anticipate innovate and champion next generation technological solutions. Interface with both internal and external stakeholders to develop test and implement solutions. Conduct meaningful meteorological research that produces tangible results for advancement of the Emergency Management organization Y-12 and the DOE Enterprise as a whole.

Maintain adherence to Cyber IS&S and Procurement requirements along with other duties as determined by the Meteorology Program Manager.

Responsibilities to include:

  • Respond to emergency incidents abnormal conditions and/or severe weather incidents which requires developing high-impact forecasts in a stressful environment and briefing probabilities and risk to the Operations Center ELT and Federal Oversight
  • Working limited off-shift and/or weekend shifts as necessary depending on the severity of the weather event
  • Maintaining operational readiness of meteorological assets such as but not limited to: hardware software subcontracts and cross-organization collaborations internally and externally
  • Subject matter expert on DOE O 151.1D/151.1E meteorological requirements
  • Identifying areas of improvement within the Y-12 plant and the DOE Enterprise as a whole developing innovative solutions maturing concept development building implementation plans and successfully implementing next generation solutions
  • Collaborate and/or lead internal and external meteorological research and present findings as warranted
  • Serve as a Meteorological SME as it relates to Meteorological reporting requirements internal and external collaboration and external site meteorological assessments
  • Execute meteorology outreach and engagement sessions
  • Assist in the meteorology team development and training for skillset improvement and team readiness
  • Troubleshoot identify solutions and successfully implement solutions as it relates to hardware software IT/Cyber and various post-data processing programs
  • Routinely perform quality assurance manipulation post-processing and analysis of large data sets
  • Program configure and operate various types of instruments dataloggers modems and various forms of data collection processing and post-processing platforms such as but not limited to: software suites data collection program files data analysis tools connectivity and modes of transfer
  • Utilize various meteorological standards and mathematical algorithms as it relates to siting of equipment configuration of equipment/systems and post-processing of data
  • Serve as Meteorologist Dispersion Model Operator and other Emergency Response Organization (ERO) positions as determined by Meteorology Program Manager
  • Review Emergency Planning Technical Basis documentation and actively participate in building walkdowns
  • Perform top-tier quality work with minimal oversight and rework

Minimum Job Requirements

  • Bachelors degree: Minimum 7 years of relevant experience.
  • Or Masters degree: Minimum 6 years of relevant experience.
  • Or PhD: Minimum 3 years of relevant experience.
  • Typical experience ranging from 10 to 15 years.

Preferred Job Requirements

  • Masters degree and/or PhD in a related scientific discipline
  • 5 years experience forecasting and communicating severe and winter weather risks and probabilities
  • 3 years experience programming in languages such as but not limited to: Visual Basic C C# C Python Go Rust MATLAB and/or HTTP
  • 2 years SQL and/or other database storage and configuration management experience
  • Proven Machine Learning (ML) model training evaluation and testing experience to include but not be limited by: data split strategies generalization and overfitting mitigation regularization cross-validation techniques and model performance bounds estimation
  • Multimodal data processing and fusion such as but not limited to: time series data 3-D point clouds GIS series and tabulated data
  • Proficiency in the latest neural networks-based ML techniques such as but not limited to: Convolutional Neural Networks transformers-based techniques and sequence-to-sequence techniques such as Recursive Neural Networks and Long-Short Term Memory Networks
  • Proven experience in exploratory data analysis
  • Proven track record of identifying areas of improvement developing solutions and bridging gaps
  • Experience demonstrating an innovative mindset and ability to anticipate innovative needs
  • Education training and/or experience with Agilaire Campbell Scientific Scintec and Lumibird equipment/software; scanning LIDAR and SODAR technology; and working with large data sets
  • Experience creating Joint Frequency Diagrams and running Clean Air Act Assessment Package 1988 (CAP-88) code for annual National Emissions Standard for Hazardous Air Pollutants (NESHAPs) reporting to Environmental Protection Agency (EPA)
  • Training and/or experience with various dispersion modeling software suites
  • Demonstrated ability to work in fast-paced high-stress environments
  • Strong communication skills and proven track record of being a high-level team contributor
  • Thorough understanding of how various complex geographic terrain influences weather and the role meteorology plays in production emergency planning and response
  • A firm understanding of: Emergency Management; Operations Center Operations; Emergency Response Organization role and functionality; and how emergency response facilities and equipment play a role in an emergency

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
