Department Information

This position is not subject to the Hiring Freeze as outlined in Executive Order Ddue tobeing critical to protecting the health life and safety of Coloradans.

This position is open only to current residents of the state of Colorado.

Candidates applying to this position will serve the North West District of Colorado and will be expected to report to an office in either Grand Junction or Rifle at least two-days a week based on the location of the employee.
An eligible list established with this recruitment may be used to fill other similar positions within the Colorado Department of Public Safety in the next 12 months.

PRIMARY PHYSICAL WORK ADDRESS :Positions will be assigned to a primary officewithinthe assigned area that this position will serve. Please see a map of counties this position is assigned: North West District- 1 vacancy.

While the full salary range for this position is listed employees are normally hired towards the lower end of the range.

Positions with the Department of Public Safety are hybrid requiring a minimum of two days in the office. More time onsite may be required depending on business needs and the nature of the position.

Description of Job

The mission of the Colorado Division of Fire Prevention and Control is to safeguard those that live work learn and play in Colorado by reducing threats to lives property and the environment. The Division safeguards the public through: fire prevention and code enforcement; wildfire preparedness response suppression coordination and management; training and certification; public information and education; and technical assistance to local governments. With the passage of Senate Bill SB23-214 the Division of Fire Prevention and Control was provided additional funding in order to expand the existing Professional Development Unit into a Community Risk Reduction (CRR) and Education Branch to be implemented as of July 1 2023. The work unit will be split into two primary purposes Professional Development (Education) and Community Risk Reduction (CRR).

CRR Unit:
Collect analyze and understand individual communities unique risks capabilities and characteristics. Collaborate with stakeholders within those communities to develop a plan to reduce risks that are viewed as high priority. Advocate for fire prevention within fire departments and their municipalities through education and training.

The work of this Unit is primarily educational. Only in extreme cases of negligence fraud or gross incompetence would the Division consider any remedial or disciplinary action. This educational approach is critical in order to obtain buy-in from our delegated local governmental entities inspection and plans examiner professionals and private third-party inspection professionals without whom these programs could not succeed.

About the Job
This position serves as a single resource and is the CRR specialist assigned to the Northwest geographic area assigned to the CRR Unit. The position advises trains and coordinates with Community Risk Reduction Stakeholders throughout the assigned geographic area including Fire Agencies School Districts hospital and EMS organizations and city and county governments among others.

This position will work in conjunction with representatives of other state local and federal agencies to develop Community Risk Assessments and Risk Reduction Plans. This assistance is strategic in nature and will aid the jurisdictions in developing guidelines to implement a program that maintains the agencys mission. Guidelines do not exist for most situations and the position will aid in developing these in conjunction with the local jurisdiction. This position will assist in the design of strategy systems processes and guidelines that directly impact the Jurisdictions or stakeholders ongoing operation.

This position will help deliver on behalf of and in coordination with local agencies public education and other public information to school-age children and adults at various locations across the state.

This position is a Youth Fire Setting resource for jurisdictions in the geographic area of responsibility to assist jurisdictions in evaluating and referring Youth involved with fire setting and providing appropriate education as part of a fire setting intervention plan.

Additionally this position will be responsible for the Education Trailer and other public education tools located in the assigned geographic area. This responsibility will include the delivery of the educational content designed specifically to compliment the Educational Trailer. Additionally the position will train local authorities on proper use of the trailer and the delivery of the educational content related to the trailer. When requested by a local jurisdiction that has been trained in the use of the trailer and the delivery of the associated educational content will deliver the trailer and provide set-up services before turning over the use of the trailer to the qualified jurisdiction.

Key Responsibilities:

Partnership with Local Jurisdictions and Stakeholder Outreach
  • Serves as a CRR specialist assigned to the Southwest Southeast Northeast and Northwest geographic areas assigned to the CRR Unit.
  • Advises trains and coordinates with Community Risk Reduction Stakeholders throughout the assigned geographic area.
  • Works in conjunction with representatives of other local state tribal and federal agencies to develop Community Risk Assessments and Risk Reduction Plans. Working with others plans develops and implements CRR training Fire and Life safety programs;
  • Advocates for the effective use of Community Risk Reduction to local officials stakeholders and potential partners in communities throughout the geographic area of responsibility. This assistance is strategic in nature and will aid the jurisdictions in developing guidelines to implement a program that maintains the agencys mission. Guidelines do not exist for most situations and the position will aid in developing these in conjunction with the local jurisdiction.
  • Assists DFPC CRR specialists in other geographic areas of responsibility and educates and assists DFPC units from all Sections in the use and delivery of CRR.
  • Manages online Fire Safe Colorado social media content related to the geographic area of responsibility and ensures compliance with digital accessibility regulations and requirements by performing the following duties and responsibilities:
    • Incorporates content accessibility requirements (semantic structure meaningful links) into content authoring workflows.
    • Creates content with accessibility in mind.
    • Creates alternatives for media content such as image descriptions and figure captions.
    • Uses content authoring and publishing platforms that support accessibility.
      Partners with colleagues and team members to prioritize accessibility in content production.
Deliver Educational Content
  • Coordinates and assists local agencies in delivering Fire and Life Safety Education to Colorado residents workers and visitors of all ages including delivering educational programs such as Sound Off! Fire Extinguisher Training and others.
  • Works with others to plan develop and implement CRR training fire and Life safety program training and advocates for Equity Diversity and Inclusion in all instances of training as EDI is integral to including all communities in Community Risk Reduction. Delivery of the educational content designed specifically to compliment the Educational Trailer.
  • Trains local authorities on proper use of the trailer and the delivery of the educational content related to the trailer.
  • When requested by a local jurisdiction that has been trained in the use of the trailer and the delivery of the associated educational content delivers the trailer and provides set-up services before turning over the use of the trailer to the qualified jurisdiction.
Youth Fire Setting Intervention
  • This position is a Youth Fire Setting resource for jurisdictions in the geographic area of responsibility to assist jurisdictions in evaluating and referring Youth involved with fire setting and providing appropriate education as part of a fire setting intervention plan.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS

OR
  • Bachelors or Advanced degree from an accredited institution in any field.
  • One (1) year of professional experience in public education marketing fire service program development media presentation or public speaking education and preferably previous prevention experience specific to public fire and life safety education community risk reduction programs public information or a combination thereof.
AND
  • Possess and maintain a current CPR card at the Healthcare Provider/ Professional Rescuer level is preferred.
  • Completed Q0841 Introduction to Community Risk Reduction through FEMA
  • Completed Q0843 Introduction to Community Risk Assessment through FEMA
  • Within one (1) year of hire or appointment possess or obtain ICS 100 and ICS 200 through FEMA.
  • Possess and maintain or obtain within one (1) year of hire or appointment the State of Colorado Division of Fire Prevention and Control Fire and Life Safety Educator I certification.
  • Possess and maintain or obtain within one (1) year of hire or appointment the State of Colorado Division of Fire Prevention and Control Youth Firesetter Intervention Specialist I certification.

REQUIRED COMPETENCIES
  • Knowledge of digital accessibility and disability inclusion.
  • Knowledge of the Plain Writing Act of 2010 and other regulations related to content accessibility.
  • Knowledge of WCAG 2.1 AA requirements related to content authoring and production.
  • Experience creating accessible content using plain language and clear and structured content and providing alternatives as needed.

CONDITIONS OF EMPLOYMENT
  • In-state travel may be required for up to 30% of the time necessitating between 1- and 4-night stays on-site. Occasional travel may be required for training out-of-state for times between 2 days and up to 2 weeks in duration.
  • Must be Colorado resident at the time of application.
  • Current valid drivers license at time of hire and must obtain a Colorado-issued drivers license within 6 months of hire.
  • This position will operate a state vehicle.
  • Requires successful completion of a background investigation that includes a polygraph exam a fingerprint based criminal history search driving history and drug test.
