About the Role

As a Network Management Technician (Income and Offences) you will join a dedicated and professional team within Highways Network Management part of the Environment and Transport department. Based at our Croft depot you will play a vital role in supporting the Councils statutory responsibility to manage the highway network effectively reduce congestion and ensure safe and reliable journeys across Leicestershire.

You will lead on financial and technical processes related to income recovery and offences including the issuing of invoices under the Highways Act 1980 managing Fixed Penalty Notices (FPNs) and liaising with works promoters regarding network overruns. Your work will directly contribute to the Councils Local Transport Plan and ensure compliance with relevant legislation such as the New Roads & Street Works Act.

This role involves:
Coordinating and managing financial transactions and cost recovery processes.
Producing reports and statistical data to support recharges and service evaluation.
Acting as the first point of contact for financial queries from internal and external stakeholders.
Supporting budget preparation and year-end account closure.
Developing and maintaining local procedures for income collection.
Using ICT systems to analyse and present financial information.
You may be required to work outside normal hours or at different locations across the county.

About You

To apply for this post you must :

GCSEs (Grades AC) in English and Maths or equivalent (NVQ Level 2) and either NVQ Level 3 or BTEC ONC/Diploma in a relevant technical or administrative field OR demonstrable experience.
Worked in a Highway or Finance Environment.
Strong numeracy organisation and IT proficiency with experience of using Microsoft Office Oracle financial systems and databases and knowledge of ICT systems and business processes supporting service delivery.
Experience problem-solving report compilation and customer service (face-to-face and telephone) excellent verbal and written communication skills and able to converse at ease with customers providing advice in accurate spoken English.
Have knowledge of administrative functions and customer contract operations
Experience of working with current Health & Safety legislation.
The ability to work under pressure prioritise meet deadlines be flexible and willing to learn and adapt and have the initiative and interpersonal skills to work effectively in a team.
