GENERAL STATEMENT OF DUTIES
Perform a variety of technical and professional tasks related to the development operations and monitoring of a department or county wide programs that includes actively participating on special task forces and community boards or committees.
SUPERVISION RECEIVED
Work under the general direction of assigned management personnel with additional recommendations from task forces and community boards or committees.

SUPERVISION EXERCISED
Supervision is not a responsibility of this classification; however incumbents in this classification may exercise lead responsibilities over one or more employees engaged in closely related duties.

Typical Duties - Duties include but are not limited to the following

  • Coordination of Environmental Services 50 volunteers.

  • Coordinate recruitment & training agenda preparation public notices meeting coordination transcribing meeting minutes and available to address concerns that arise from the councils commissions and committees.

  • Provide analysis for tracking expenditures preparation of grant applications distribution/monitor grant funds assist with contract preparation and design internal/external communications related to Environmental Services Programs.

  • Coordinates the activities of the Service District programs and/or projects; assist in development of work plans and schedules to accomplish program goals.

  • Applies and coordinates grants for technical and infrastructure projects; assists in preparation of budgets works with technical experts and communicates projects to District Secretary and Stormwater Program Supervisor.

  • Monitors and evaluates program effectiveness in meeting established objectives; participates with management and community groups in developing program goals policies and procedures; maintains program records; prepares reports on program operations.

  • Respond to inquiries complaints and requests from the public and other stakeholders.

  • Document and communicate inquiries complaints and requests to management.

  • Utilizes computer by accessing retrieving and inputting information.

  • Works variable hours including occasional evenings and weekends.

  • Lifts and carries materials needed for presentations and displays.

  • Operates a motor vehicle in the performance of duties; maintains a current Oregon Drivers License and an acceptable driving record.

  • Other duties as assigned by your supervisor.

  • May participate in basic incident command training and drills to maintain proficiency in supporting ECC activities including carrying out field work in connection with ECC operations. May be assigned clerical/support incident liaison or other duties at any location within or near the county. Emergency Management duties may require working long hours outside normal business hours weekend/holiday work and may occur with little or no advance notice.

Requirements for the Position

EXPERIENCE AND TRAINING
  1. Associate degree in public or business administration or a closely related field; AND
  2. Two years of responsible experience in program coordination planning development and evaluation; OR
  3. Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.

SPECIAL REQUIREMENTS
  • Specific recruitment may require experience or additional specialized educational requirements possession or successful completion of certifications training or licensures with time-sensitive expectations.
  • This assignment is represented by a union.
  • This is a full-time position which is eligible for overtime.
  • Typical Schedule: Monday - Friday 8:00 am - 4:30 pm with flexibility depending upon the needs of the department and program.

KNOWLEDGE SKILLS AND ABILITIES
Knowledge of practices in local government and financial principles; organizational processes budget preparation and administrative techniques; methodologies of program development assessment and evaluation; and resource available to coordinate the development and operations in areas of specialty.

Skill and ability to communicate effectively both orally and in writing; produce and edit documents using appropriate spelling grammar and punctuation; conduct independent research; define and resolve operational and administrative problems and procedures; collect evaluate and summarize data; prepare clear and concise reports meeting information minutes and operational records; establish and maintain cooperative working relationships with other employees other agencies and the public; lead direct and participate in training and evaluating personnel.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; stands; sits; moves about the work area; bends forward; climbs 1 floor of stairs; lifts carries and carts weighing up to 50 lbs.; pushes and pulls up to 50 lbs.; operates a keyboard; rapid-mental/hand/eye coordination; speaks with a clear and audible voice; reads a12-pt.font; distinguish colors and shades;hears at a normal speech level; and may work in wet and uneven areas exposed to heat cold dust noise and humidity; possible risk of OSHA Blood/Body Fluid exposure.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
