Third Party Management Advisor Global IT Infrastructure
The Third Party Management Advisor is responsible for performing activities related to the governance vendor & risk management portfolio and relationship management processes in support of The Cigna Groups Information Technology organization. Specifically this role is centered around the Global Technology (Information Technology) Infrastructure firms that provide IT hardware software telecommunications services and professional technology services to The Cigna Group across the globe. This role requires interaction with senior leadership to build portfolio and vendor management strategies that align with The Cigna Groups global Technology initiatives projects and programs. Additionally this role will support Procurement / Sourcing teams in negotiations RFP and proposal analysis etc. A background in IT network infrastructure landline and wireless carriers and contact center services is desired.
KEY RESPONSIBILITIES:
Supplier Governance & Contract Management
o Set and ensure adherence to a consistent governance process for our largest and/or higher risk IT Hardware Software and Services suppliers.
o Monitor overall performance of assigned suppliers against agreed upon service level agreements and/or other measurement criteria.
o Understand compile manage and communicate required information for supplier performance reviews on a monthly quarterly or annual basis including profiles reports and scorecards as necessary.
o Perform recurring Enterprise Business Review sessions with business/matrix partners and suppliers on a quarterly or semi-annual basis to provide strategic guidance to suppliers.
o Review and revise Enterprise Agreements Service Level Agreements Change Orders and Statements of Work with suppliers to optimize benefit and minimize risk to Cigna.
o Conduct or oversee reconciliation of invoices for adherence with contract terms.
Portfolio Strategy & Reporting
o Support the delivery of a portfolio plan that will drive business needs with improved quality as well as reduced costs.
o Deliver a reporting strategy that includes action-oriented reporting to support management decision making in the domain of Global Procurement & Third Party Management.
o Directly or indirectly (through business and matrix partners) manage key supplier relationships in assigned portfolio using Cignas Global Procurement & Third Party Management best practices
o Work with Global Procurement counterparts and business/matrix partners to define and execute negotiation strategies with Suppliers.
o Function as the subject matter expert related to contract terms conditions and financials for key suppliers in assigned portfolio.
o Understands industry cost structures drivers and implications for strategic positioning.
Matrix Partner Coordination
o Facilitate partnerships throughout Legal Information Protection IT and other matrix partner teams to ensure both Cigna and GP&TPM best practices are followed regarding competitive activity in addition to mitigating risk.
o Provide guidance on process and streamline interaction among matrix partners regarding approval and contract processes especially related to large enterprise deals.
o Assist with the constructive handling or resolution of conflict both internally and externally with suppliers business and matrix partners.
o Influence internal customers and Global Procurement team to ensure contract inclusion of proper metrics to measure supplier performance.
o Support international TPM team activities as applicable.
KEY COMPETENCIES AND ATTRIBUTES
o A minimum of 3 years experience in global procurement third party management or Information Technology strongly preferred.
o Bachelors degree in Information Technology Supply Chain Management or a related field strongly preferred.
o Financial acumen.
o Competence with Microsoft Word Excel and PowerPoint with strong emphasis on Excel
o Able to facilitate.
o Familiarity with Source to Pay and Risk Management tools such as Ariba and Icertis
o Experience in drafting revising and reviewing contracts SLAs Master Service Agreements and Statements of Work.
o Experience in measuring and improving supplier operational performance.
o Experience with healthcare industry rules around protection of PHI/PII and security framework.
o Able to define and establish new efficient processes with appropriate controls.
o Strong leadership skills; inspires confidence and respect with associates and suppliers.
o Strong decision making/critical thinking skills; can identify issues recommend and implement solutions.
o Strong organizational consultative and collaboration skills - build relationships and effectively influence both internal and external business partners.
o Demonstrates negotiation and Third Party Management skills with proven success; able to negotiate directly with internal and external partners.
o Influences supplier behavior without negatively impacting client service.
o Strong presentation written and verbal communication skills among various levels of leadership.
o Ability to excel and prioritize workload in an environment of high ambiguity and quick pace.
