Purpose

The Consumer Environmental Health Inspector appliesenvironmental and public health control measures to preserve human healthsafety and welfare and to protect consumers from fraudulent practices in allcommercial transactions involving determinations of quantity.

The names of eligible candidates who successfully complete the selection process will be placed on the highest-level eligible list for which they qualify.

Essential Functions

Environmental Health

  • Conduct risk assessments and food safety inspections of new and existing facilities.
  • Inspect tattoo and body piercing providers bed and breakfast establishments peddlers and temporary events to assure compliance with city and state codes.
  • Promote compliance with code enforcement actions by issuing orders and citations assessing fees and suspending or revoking licenses to reduce the risks to public health and safety.
  • Provide food safety education and training for licensed businesses their employees and other audiences; educate operators on preventative and corrective action to eliminate health and safety risks related to food handling practices.
  • Evaluate and verify operators use and implementation of Hazard Analysis Critical Control Point (HACCP) plans and code variances.
  • Investigate human health hazard and food and water disease complaints; investigate foodborne illness outbreaks and implement control measures to prevent further morbidity/mortality.
  • Collect routine food and environmental samples and those related to foodborne or waterborne outbreak investigations including coordinating the collection of clinical specimens.
  • Evaluate existing new and replacement equipment to determine compliance with state and National Sanitation Foundation (NSF) standards.

Consumer Protection

  • Inspect and test commercial weighing and measuring devices to assure conformance with city state and federal tolerances and specifications.
  • Conduct scanner price verification to assess whether posted prices and scanned prices match.
  • Investigate complaints from residents involving overcharges short weight violations or inaccurate measures.
  • Inspect and test devices to identify their accuracy in determining the weight or measure of a commodity in a commercial transaction.
  • Inspect and test prepackaged commodities to verify the accuracy of the stated weight count or other measure and to ensure proper labeling.
  • Certify devices meeting inspection standards designate for correction devices not meeting standards and perform follow-up inspections of repair work.
  • When violations are found or suspected conduct investigations issue notices of violation and initiate and carry out enforcement procedures as required.
  • Gather preserve and/or prepare necessary documents and evidence; serve as a witness in judicial proceedings.

Administration

  • Prepare reports and summaries of investigations and studies.
  • Maintain records of work performed.
  • Provide testimony during license revocation hearings.

Conditions of Employment

The Consumer Environmental Health Inspector 1 and 2 must bewilling and able to do the following:

  • Carry a mobile device during business hours.
  • Work outdoors in all weather conditions.
  • Work in environments that may involve exposure to fumes odors dust mists gases or poor ventilation.
  • Take steps to mitigate exposure to infectious agents or toxins while performing the duties of this job.
  • Wear industry related personal protective equipment (PPE) such as gloves facemask or face shield.
  • Negotiate stairs work in and around cramped spaces and stoop and bend.
  • Transfer objects weighing at least 50 pounds.
  • Work outside of standard business hours (evenings and weekends) to meet the needs of the Milwaukee Health Department (MHD).
  • Drive navigate and read maps to locate Milwaukee addresses and to travel to appointments efficiently and on schedule.
  • Travel outside the City of Milwaukee occasionally overnight for job related training presentations and conferences.
  • Required pre-employment vaccines include the following:
    • TB Test (at time of hire and annually through-out employment)

    • Hepatitis B Vaccine
    • Varicella Vaccine
    • Covid-19 Vaccine
  • Required pre-employment tests include the following:

Minimum Requirements

Consumer Environmental Health Inspector 1

  1. Bachelors degree in environmental health public health chemistry biology physical science or a related field from an accredited college or university including at least two college level courses in microbiology biology or anatomy and physiology.
    OR
    Associate degree in environmental health public health chemistry biology physical science or a related field from an accredited college or university with least two college-level courses in microbiology biology or anatomy and physiology;PLUStwo years of experience in environmental health food inspection food service management or a role related to the essential functions of this position.

Consumer Environmental Health Inspector 2

  1. Bachelors degree in environmental health public health chemistry biology physical science or a related field from an accredited college or university including at least two college level courses in microbiology biology or anatomy and physiology; PLUSone year of experience in environmental health food inspection food service management or a role related to the essential functions of this position.
    OR
    Associate degree in environmental health public health chemistry biology physical science or a related field from an accredited college or university with least two college level courses in microbiology biology or anatomy and physiology;PLUSthree years of experience in environmental health food inspection food service management or a role related to the essential functions of this position.

Both Titles

  1. State of Wisconsin registered sanitarian within five years of appointment and throughout employment in accordance with Wisconsin State Statue ATCP 74.08 (3). Desirable Qualifications

  • College-level coursework in communications and public health.
  • National Environmental Health Association (NEHA) Certified Food Safety Professional (CP-FS) or Wisconsin Registered Sanitarian (RS).

  • Ability to apply the scientific method to conduct investigations make informed decisions and accurately interpret data.
  • Ability to use the Microsoft Office Suite the Internet and specialized software such as inspectional and land management software.
  • Ability to use job-related equipment such as thermocouples precision maximum registering thermometers scales scanners and other measuring devices sanitization test kits and a camera to document conditions.
  • Ability to read and interpret work-related documents including codes and ordinances.

The current salaryrange (Pay Range 3PN) is$59952-$77225annuallyand the resident incentive salary range for City of Milwaukee residentsis$61750-$79542annually.Appointment above the minimum is possible based upon level ofexperience and other qualifications and is subject to approval.
