The Office of the Child Advocate (OCA) is an agency within the judicial branch charged with safeguarding the welfare of Delawares children. It accomplishes this mission through advocacy collaboration evaluation and education with a vision of safe and resilient children with supportive families. It has 30 full-time employees six casual/seasonal employees thirteen contractors and over 400 volunteers. OCA operates out of all three counties. OCAs Legal Services Division represents approximately 550 children that are experiencing foster care through Child Attorneys and Court Appointed Special Advocates. OCAs Office of the Investigation Coordinator (IC) monitors over 900 serious child abuse cases and leads the multidisciplinary team case reviews. OCAs Policy and Training Division provides intensive reviews of serious child abuse cases manages youth in transition programs coordinates child welfare trainings generates child welfare data and staffs the Child Protection Accountability Commission (CPAC). Administrative support is provided to all divisions through leadership managers and support staff.
This position located within OCAs Policy and Training Division will serve as the Oversight Director and provide leadership to two essential statewide oversight functions: the Child Abuse and Neglect (CAN) Panel and the Juvenile Trafficking Oversight Team (JTOT). The CAN Panel is Delawares federally mandated mechanism under the Child Abuse Prevention and Treatment Act (CAPTA) for reviewing child abuse and neglect deaths and near deaths. The Oversight Director will coordinate CAN Panel reviews assess system compliance and lead development of system improvement recommendations. Simultaneously the Oversight Director will guide JTOT in its oversight of the tracking and response to juvenile trafficking cases which present significant system coordination challenges and require intensive oversight to ensure the safety and service delivery for vulnerable youth. This position will collect and analyze data identify service and policy gaps and generate written reports and policy recommendations to improve statewide child protection practices. The Oversight Director will ensure compliance with CAPTA and Childrens Justice Act (CJA) grant requirements oversee deliverables under multiple grants including the CJA and Human Trafficking grants and manage assigned contracts and fiscal documentation. This position will also supervise a team that includes a CAN Review Specialist CAN Program Coordinator JTOT Coordinator and MDT Policy and Training addition to oversight responsibilities the Oversight Director will support the Training unit and CPAC committees and workgroups by advancing initiatives and statewide strategies aimed at enhancing accountability improving outcomes and promoting child welfare policy reform.

Essential Functions
The responsibilities will include:
- Direct the Juvenile Trafficking Oversight Team (JTOT): Monitor the multidisciplinary team (MDT) response to juvenile trafficking cases assess service gaps facilitate interagency coordination and ensure system accountability.
- Oversee the Child Abuse and Neglect (CAN) Panel: Coordinate reviews of child abuse and neglect deaths and near deaths; ensure thorough documentation system analysis and development of recommendations for prevention safety and system improvement.
- Prepare reports and recommendations: Translate findings from CAN and JTOT reviews into presentations and actionable strategies; develop written reports and policy recommendations for the Child Protection Accountability Commission (CPAC).
- Ensure compliance with federal and statutory requirements: Monitor and document adherence to the Multidisciplinary Response to Child Abuse and Neglect MOU and ensure compliance with the Child Abuse Prevention and Treatment Act (CAPTA) and Childrens Justice Act (CJA) grant requirements.
- Assist with CPAC initiatives: Support CPAC committees and workgroup meetings and strategic projects through data analysis policy input and coordination with internal and external partners.
- Supervise and support program staff: Provide oversight and guidance to the MDT Policy and Training Administrator CAN Review Specialist and JTOT Coordinator including assigning work training performance evaluation and collaboration with other OCA staff and stakeholders.
- Manage grants and contracts: Oversee the deliverables and reporting requirements for the CJA and Human Trafficking grants and any other funding supporting oversight functions; ensure fiscal accountability and proper documentation.
- Collaborate with diverse stakeholders: Maintain effective relationships with government agencies non-profits and other partners to support oversight activities data sharing and policy development.
- Identify system gaps and trends: Collect analyze and interpret data related to CAN and JTOT cases to inform policy development and system improvement efforts.
Job Requirements
Applicants must have education training and/or experience demonstrating competence in each of the following areas:
- Possession of a bachelors degree preferably in a relevant field such as social or behavioral sciences public administration or a related discipline.
- Experience in interpreting and applying laws rules regulations standards policies and procedures particularly those related to child welfare juvenile justice or human services.
- Knowledge of casework principles and practices especially as applied within a multidisciplinary team or oversight environment.
- Experience in effectively analyzing large volumes of complex data to identify trends assess system performance and support policy recommendations.
- Knowledge of how to make recommendations for continuation or changes to operations programs services policies or procedures based on data findings and case analysis.
- Ability to prepare detailed reports and maintain accurate records for both internal use and public or interagency reporting.
- Experience managing federal or state grants including monitoring deliverables preparing grant reports and ensuring fiscal accountability and compliance.
- Supervisory experience including assigning work conducting performance evaluations providing training and mentoring and overseeing workflow and priorities of subordinate staff.
- Ability to communicate courteously and effectively both verbally and in writing with internal staff external stakeholders and multidisciplinary partners.
- Possession of a valid Delaware Class D drivers license or its equivalent.
