Job Duties

This newly created lead position within the Disability Retirement Unit is open to current VRS employees only. The Lead Disability Retirement Analyst will play a key role in administering monthly benefits and retirement account adjustments for disability retirees.

In collaboration with the Disability Retirement Supervisor the analyst will support benefit administration activities including coordination with third-party vendors and state business partners. The role also involves identifying system issues and recommending enhancements to improve operational efficiency. The analyst will work closely with business units and IT to resolve data discrepancies and optimize system processes.

Additionally the incumbent will serve as a resource for the customer contact center responding to inquiries from internal managers clients external vendors and the general public. This position also supports the Virginia Line of Duty Act (LODA) Program and participates as a member of the LODA claims review team.

Essential duties include but are not limited to:

  • Provides guidance to Disability Analysts and Senior Disability Analysts responsible for processing disability retirement benefits and benefit adjustments.
  • Reviews disability retirements for accuracy and approval.
  • Assists with developing disability benefit administration procedures and provides training to the disability retirement team and other agency team members as requested.
  • Reviews monthly reports and statistics and distributes information or work items requiring action to team members for follow-up.
  • Serves as the subject matter expert for ensuring compliance with disability retirement policies and procedures.
  • Assists with resolution of complex or escalated cases.
  • Maintains knowledge of Social Security Disability benefits Virginia Workers Compensation benefits and LODA benefits. Shares updates with team as changes occur.
  • Collaborates with LODA Coordinator while serving as a claims reviewer for the LODA program.
  • Reviews system processes for reasonableness and identifies and corrects data or benefit errors. Prepares and submits system code changes as appropriate.
  • Assists with testing code fixes code change implementation and system enhancements.
  • Provides disability retirement training to new and existing team members.
  • Collaborates with employers to ensure the timeliness of system updates for retirement processing.
  • In collaboration with the supervisor partners with the Virginia Workers Compensation Commission management to ensure adherence to statutory requirements for providing VRS with workers compensation benefit information needed to accurately determine disability retirement benefits.
  • Coordinates with TPAs responsible for providing Medical Review Board services Social Security Benefit advocacy services and assessing and comparing job duties for those disability retirees seeking employment.
  • Supports supervisor with validation of TPA invoices for approval.
  • Collaborates with supervisor Strategic Communications team Education and Training team and the Business Technical Support Manager to develop and update disability retirement publications and forms.
  • Interprets administrative and legislative policies and develops job aides for the Disability Retirement Unit.
  • Participates in internal and external work groups and meetings requiring representation from the Disability Retirement Unit.
  • Assists with the completion of special projects and other activities of the disability retirement unit as required.

Minimum Qualifications

Highschool diploma or equivalent.

Four (4) years of experience in benefit administration and working with large databases and web-based systems or an equivalent combination of education and experience.

Excellent verbal and written communication skills; good customer service skills.
Proficiency with MS Office products web-based systems and large databases.
Knowledge of benefit eligibility Social Security Disability benefits Virginia Workers Compensation benefits and LODA benefits.
Ability to communicate business requirements to technology solutions analysts and developers test system changes and help resolve data and coding defects.
Ability to train others; work independently with minimal supervision; prioritize; meet deadlines; think critically; resolve complex issues.
Ability to effectively present information and respond to questions from supervisor other managers customers third-party vendors and the public.
